Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire Senior Pharmacist who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team-based work environment.
This position is located in the Bureau of Medicaid Policy.
Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including: all Medicaid federal authorities (e.g., the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare/Title 21.
This position is responsible for planning, coordinating, and implementing program development functions for the Prescribed Drugs Program and providing subject matter expertise in clinical protocol and criteria for Pharmacy Policy.
Examples of work include:
- Employ medical, pharmaceutical, and regulatory knowledge concerning the Florida Medicaid fee-for-service and managed care programs and other health care service programs in the provision of pharmacy services.
- Design and participate in extensive research related to pharmacy and health care applying appropriate research methodology, including the application of economic principles such as cost-effectiveness and cost analysis.
- Incorporate research findings in reports and presentations for agency staff, stakeholders, and other health service disciplines.
- Plan, develop, and implement policies and procedures for the statewide Medicaid Prescribed Drug Program.
- Review and analyze proposed federal legislation, rules, regulations, and guidelines to determine the impact on the prescribed drug program.
- Network with members of other health, social, and administrative disciplines and initiate and/or collaborate in interdisciplinary research endeavors related to pharmacy practice and other health services.
- Participate in the competitive and non-competitive procurement and in the development and management of contracts.
An ideal candidate will:
1. Write clear contracts consistent with Agency goals.
2. Take ownership of drafting improvements to assigned Agency contracts.
3. Read, digest, and build upon federal and state laws, rules, regulations, guidance, and contracts.
4. Understand Agency goals and design and drive policy (especially contract) changes to achieve them.
5. Read, synthesize, and provide substantive written feedback on policy proposals.
6. Write, route, and send appropriate, clear, and concise responses to public inquiries.
7. Prioritize, organize, and self-motivate effectively.
8. Work well in a team and independently.
9. Provide clear and effective oral presentations to Agency employees with differing areas of expertise.
This position may require travel.
Salary is negotiable within the stated range depending on experience and demonstrated successful management of complex projects and initiatives.
This position is not a remote or telework position.

What is OPS employment?
OPS employment is a temporary employer/employee relationship used for accomplishing short term or intermittent tasks.
OPS employees are at-will employees and are subject to actions such as pay changes, changes to work assignments, and terminations at the discretion of the Agency head or designee.
OPS employees do not serve probationary periods or become permanent in their positions because they serve at the pleasure of the Agency head.

KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of social, economic, health, or rehabilitative services objectives.
- Knowledge and experience in the principles, practices, standards, and terminology used in the practice of pharmacy (e.g., community pharmacy, hospital pharmacy, clinical pharmacy, industrial pharmacy, compounding pharmacy, consulting pharmacy).
- Knowledge and experience in Health Outcomes Research and Pharmacoeconomics.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Knowledge of drug properties and usage including the effects of drug interactions.
- Ability to formulate and implement pharmacy policies, methods, specifications, and procedures.
- Ability to provide training to staff members.
- Ability to evaluate drug therapy against set criteria.
- Ability to develop program policy manuals and rules and program monitoring methodologies, techniques, and plans.
- Ability to evaluate pharmacy methods, procedures, and services.
- Ability to plan, organize, and coordinate work assignments.
- Ability to communicate effectively.
- Ability to conduct fact finding research.
- Ability to apply program policies to operational and fiscal planning so they are compatible with existing laws and the functional activities of the provider community and Medicaid mission.

MINIMUM QUALIFICATIONS REQUIREMENTS
- Two years of professional experience in the practice of pharmacy.
- One year of experience working with a Medicaid health plan or Pharmacy Benefits Manager (PBM).
- Licensure as a Pharmacist in accordance with Florida Statute 465.
- Preference will be given to candidates who have at least 6 months experience working with Managed Care plans.
- Preference will be given to candidates who have Pharmacy Policy experience within the last 5 years.
- Preference will be given to candidates who have at least 6 months experience working with or within a Medicaid program.
