Scope of Project


The Office of Administrative Trials and Hearings (OATH) seeks a .NET Developer to support the NYCSERV-ADJ Decommissioning project. The consultant will be responsible for decommissioning the NYCSERV-ADJ system, including associated applications, databases, services, integrations, and infrastructure. The role involves system inventory, dependency mapping, impact analysis, data extraction, archival and migration activities, validation and reconciliation of data, and controlled retirement of application components. In addition, the consultant will design, develop, enhance, test, deploy, and support applications using Microsoft technologies while assisting with system integrations, performance optimization, and ongoing technical support activities.


Responsibilities

• Perform system inventory, dependency mapping, and impact analysis across integrated systems.
• Decommission Java-based applications, associated services, databases, and supporting infrastructure.
• Conduct data extraction, archival, and/or migration activities in accordance with retention policies.
• Perform data validation and reconciliation to ensure data integrity.
• Identify and decommission or redirect interfaces, APIs, and batch processes.
• Retire application services, database instances, middleware, infrastructure, and third-party components.
• Remove access, terminate services, and execute controlled system shutdown activities.
• Develop decommissioning plans, runbooks, validation reports, and supporting documentation.
• Coordinate testing and shutdown activities with stakeholders.
• Design, develop, and maintain applications using ASP.NET, Web Forms, Entity Framework (EF), and Web APIs.
• Build new web services and enhance existing applications.
• Support system integrations and deployment activities.
• Perform application testing, troubleshooting, and technical support.
• Optimize application and database performance.
• Work with modern technologies including .NET Core/.NET 6+, RESTful APIs, microservices, cloud platforms, JavaScript frameworks, containerization technologies, and modern database platforms as needed.
• Produce technical design documents, code artifacts, test results, and deployment documentation.

Required Skills

• Must have strong experience in C# for backend development, including writing clean, maintainable, and performant code.
• Proven experience in ASP.NET MVC for building scalable, maintainable web applications.
• Deep understanding and hands-on experience with .NET Core for building robust, high-performance, cross-platform applications.
• Experience in EF Core or EF 6 for object-relational mapping (ORM).
• Experience in Code First or Database First approaches with EF.
• Proficient in writing LINQ queries to interact with databases.
• Strong understanding of EF migrations, optimizing EF queries, and managing complex data relationships.
• Must have experience in designing databases, writing optimized SQL queries, stored procedures, and handling database performance tuning in SQL Server 2019.
• Experience in designing and consuming REST APIs using ASP.NET Core Web API.
• Hands-on experience in working with SOAP web services, WSDL, and XML-based services.
• Solid knowledge of HTML5 and CSS3 for responsive web design and UI development.
• Proficient in JavaScript (ES6+), with the ability to write clean, efficient code for dynamic web functionality.
• In-depth experience in developing Single Page Applications (SPAs) using Angular 8, including knowledge of components, directives, services, and routing.
• Hands-on experience with SSRS to create and deploy interactive, parameterized reports integrated within a web application.
• Strong experience in designing and generating reports using Crystal Reports and embedding them into applications.
• Solid understanding of the Model-View-Controller (MVC) architecture for web application development.
• Experience with common design patterns like Repository Pattern, Factory Pattern, and Singleton Pattern.
• Experience with Unit Testing using frameworks such as XUnit, MSTest, or NUnit. Familiar with Test-Driven Development (TDD) practices to ensure high code quality.
• Proficiency in using Git for version control and collaboration in a team-based environment.
• Hands-on experience with Continuous Integration and Continuous Deployment (CI/CD) practices using tools like Azure DevOps, Jenkins, or GitLab CI.
• Experience in implementing user authentication and authorization, including OAuth, JWT (JSON Web Tokens), and role-based access control (RBAC) in a web application.

Additional Preferred (Non-Mandatory) Skills:

• Experience in designing and developing microservices-based applications.
• Proven track record of optimizing both frontend and backend performance, including database query optimization.
• Familiarity with containerizing applications and deploying them using Docker and Kubernetes for scaling.
