Duties Summary
Program Budget Analysts perform and/or supervise the preparation, analysis and presentation of intermediate and long-range plans and budgets in the various program areas of the State's program structure. The Program Budget Analyst IV conducts program analysis and evaluation, budget analysis and recommends funding levels for programs in the State's program structure; conducts system studies; performs budget analysis work which regularly encompasses complex problems; assists in the formulation and execution of the budget for State programs; and performs other duties as required. This class reflects responsibility for reviewing the six-year plans of varied State programs. A position in this class also participates in studies of program analysis and evaluation involving issues and problems of limited scope. Work is performed in accordance with instructions and is subject to periodic review while in progress. The Program Budget Analyst V conducts program analysis and evaluation and recommends funding levels for programs in the State's program structure; conducts system studies; performs budget analysis work which regularly includes the most difficult problems; may supervise the work of lower level analysts; and performs other duties as required. This class reflects responsibility for reviewing the six-year plans of one of the major programs in the State's program structure including the recommendation of new programs and the desired levels of effectiveness and efficiency. A position in this class also participates in studies of program systems involving the independent study of sub-systems and participation in the development of overall findings and recommendations. Positions in this class also perform statistical and cost/benefit studies using analytical techniques. Completed work is subject to general review to insure that objectives have been met. Work of this level involves the procedural and technical aspects of budget analysis as well as the program planning and analysis aspects.
Minimum Qualification Requirements
Applicants will be placed on the eligible list for all levels for which they are qualified.
To qualify, you must meet all of the following requirements:
Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Education: Bachelor's degree from an accredited four-year college or university.
Specialized Experience: Two and one-half (2-1/2) years for Level IV, and for Level V, three and one-half (3-1/2) years of progressively responsible professional experience which involved as a primary emphasis, the performance of technical analytical work in the evaluation of operating programs to determine their effectiveness in achieving desired objectives. Technical analytical experience for the purpose of these classes includes the following areas of concentrations:
- Program Analysis and Evaluation. Program analysis and evaluation is the systematic organization of information in useful ways to assist in making better informed decisions by examining the probable costs and consequences of alternative courses of action. The experience must demonstrate familiarity with such statistical analytical methods and techniques as break-even, cost benefit and regression analysis; and business process modeling.
- Program Planning. Program planning is that process by which an organization decides upon its objectives, selects the methods to attain these objectives, and subsequently measures the degree to which its objectives have been achieved. The experience must have involved direct participation in such activities as the review, analysis, and evaluation of program plans and budget requirements; preparation and recommendations in regard to program goals, policies, and priorities; development of fiscal policies and financial plans; development, establishment and application of work measurement devices and techniques and standards for the evaluation of program performance.
- Program Budgeting. Program budgeting is that process by which organizations allocate funds to attain objectives. Qualifying experience and activities must have involved direct participation in the preparation and review of budgets and program plans for major programs. This includes appraisals and comparisons of various program activities in terms of their contribution to overall program goals and objectives; analysis of how and to what degree existing levels of resources such as human capital, equipment, materials, and funds are meeting program goals and objectives; how variations in increments of resources would impact upon program goals and objectives; revision of objectives, programs, and budgets in light of changing conditions and experience.
Applicants must possess Specialized Experience in at least two of the three areas of concentration. Experience in each area of concentration must be for a minimum of six (6) months to be creditable. Specialized Experience in the different areas of concentration can be gained concurrently. Driver's License: Some positions require possession of a valid driver's license at the time of appointment. The immediate vacancy with the Department of Transportation - Harbors has this requirement.
Transportation Worker Identification Credential (TWIC) Clearance - Federal Criminal History Records Check: In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the harbor must undergo a pre-employment fingerprint-based criminal history record check. In order to be granted the TWIC clearance, prospective employees must not have been convicted, or found "not guilty by reason of insanity," of a disqualifying criminal offense within seven years from the date of appointment. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding seven years. The cost for the records check will be the applicant's responsibility. However, upon hire, the employee will be reimbursed provided he/she submits the TWIC receipt to his/her supervisor.
