An employee in this class is responsible for planning, developing, and managing the activities of employees engaged in law enforcement and public safety operations. Duties are performed under limited supervision. Compensation will be set commensurate with credentials. Requirements Necessary Special Requirements Possession of a motor vehicle operator's license for type of equipment operated. Must successfully pass all written and oral examinations required for entrance into the County Police Department. On call 24 hours a day, seven days a week. K.R.S. 70.540 requires that any person in this classification be a: a. Citizen of the United States; b. Resident of the Commonwealth of Kentucky. c. At least 21 years of age. d. A discreet and sober person. Meet all requirements set forth by the Kenton County Merit Board and completesatisfactorily all annual state required in-service training. Physical Requirements Must be able to lift/carry 150 pounds or more. Must be able to bend, squat, climb, twist, crawl, reach above shoulder level, kneel, grip, push, pull, drive for extended periods of time. Must be able to sit, stand, walk for extended periods of time. Eyesight must be correctable to 20/20 vision. Hearing must be within normal acceptable range of 20-25 with or without a hearing aid. Summary Examples Of Duties Plans, coordinates, supervises, and evaluates the operation of the police department, assists in the preparation of the department budget and prepares financial reports as requested. Supervises and controls all department fiscal activities. Supervises personnel functions including recruitment, hiring, training, promotion, scheduling, and discipline of employees; works with merit board and enforces its rules and regulations related to discipline of employees; ensures applicants/employees comply with state requirements for a peace officer. Plans work objectives; trains and directs employees engaged in departmental activities; confers with employees on problems encountered in departmental operations. Delegates powers as necessary. Reports annually, or as deemed necessary, to county judge and merit board regarding operations of police department; prepares written reports, as required. Responsible for the performance of all employees' duties and for their punctual attendance, appearance, good order and efficiency. Prepares, submits, files and preserves official department reports, records, and correspondence. Insures observance of department rules, regulations, policies, and procedures. Investigates complaints not assigned elsewhere. Assures quarters, equipment, supplies, and material assigned to department are correctly used and maintained. Enforces local, state and federal laws. Attends meetings of fiscal court and other meetings, to discuss departmental or other activities as necessary. Maintains rapport with other police departments and other law enforcement units; performs public relations work for department through public presentations, as necessary. Maintains an active alliance with professional police authorities and organizations and participates in programs for mutual improvement of proficiency in controlling crime and traffic problems. Good skills with numbers; ability to handle and analyze data and accurately present budgets, results, statistics, etc. Good knowledge of the management skills required to plan, organize and coordinate activities of the various safety and regulatory groups and committees. Good working knowledge of County ordinances, and State and Federal laws and regulations relating to hazardous materials and how they relate to the health, safety and welfare of the public. Considerable knowledge of emergency services operations and emergency/disaster training methods and techniques; knowledge of operating procedures for warning and radiological defense systems. Basic computer skills; ability to access programs on a PC and to perform word processing and spread sheets with some degree of proficiency. Ability to handle and maintain firearms safely. Ability to work effectively on a daily basis with general to limited supervision. Desirable Training And Experience Graduate of a four year college or university (masters preferred) with a degree in criminal justice or police science or a related field and graduation and certification from the Basic Training Course at the Kentucky Bureau of Training supplemented by progressive responsible experience as a police officer, or any combination of training and experience which provides the desired knowledge, skills, and abilities. Law enforcement experience must include assignments of a supervisory nature, preferably as Chief or as Assistant Chief.
