Fiscal Analyst

Job Title

This position performs and coordinates various complex accounting and fiscal operations.

Essential Job Functions

Maintains the accounting records with limited oversight according to established account classifications, subsidiary journals and general ledgers, posts entries to these books from supporting records, and make adjusting entries.

Assists with the preparation of the City's annual audit and annual comprehensive financial reporting preparation.

Perform various reconciliations and account analyses to ensure accurate financial records.

Maintain Master Equipment list and is responsible for depreciation of fixed assets and preparation of the yearly fixed asset audit schedules.

Review and verify bi-weekly accounts payable vouchers for proper approval and backup documentation and submittal to bank EFT's and positive pay.

Prepare or participate in the preparation of various monthly and annual reports in compliance with all applicable laws, rules, and regulations.

Cross-train in accounts payable, accounts receivable processing, and serves as a back-up for this function.

Monitor the application of City policies and regulations as they apply to Finance Department operations and develop process or internal control improvements as necessary.

Assist the Finance Department in the development and monitoring of the City's annual budget.

Perform functions of financial administration and reporting associated with grants. Collaborate with other departments and serve as a liaison through the entire grant life cycle from notice of award through close-out.

Provides excellent customer service to both internal and external customers.

Minimum Qualifications, Licenses and Certifications

Bachelor's Degree in Accounting, Finance, Business Administration, or related field and Two (2) years' experience in governmental accounting principles, procedures, and practicespreferably in Florida municipal or county government An equivalent combination of education, training, and experience.

Knowledge, Skills, and Abilities and Environmental Conditions

Strong interpersonal skills and ability to deliver excellent service to citizens and staff courteously and enthusiastically.

Ability to analyze transactions, identify errors, and prepare adjusting journal entries.

Knowledge of generally accepted accounting principles (GAAP), particularly as applied to governmental accounting and financial reporting.

Knowledge of or ability to acquire knowledge of federal, state, and local regulations through their own research, analysis, and professional training opportunities.

Knowledge of or ability to acquire knowledge of Florida local governmental budgeting through their own research, analysis, and professional training opportunities.

Ability to communicate effectively verbally and in writing.

Strong computer skills enabling the ability to continuously learn new software and programs as required.

Ability to independently identify and analyze any financial or operational variances and trends and make recommendations to rectify identified issues.

Strong Microsoft Office skills to create spreadsheets, reports and/or presentations.

Valid Florida Driver's License.

Ability to communicate both orally and in writing.

Ability to access, input and retrieve information from a computer as well as operate other standard office equipment.
