Job Title Assistant Director of Licensing, Consumer, and Protective Health Services Location Central Office – 123 Robert S. Kerr, Oklahoma City, OK Salary Up to $103,000.00 per year Job Type Full Time Position Summary The Assistant Director leads technical licensure, certifications, permits, surveys, public health compliance inspections, and complaint investigations across a wide range of health care and consumer protection programs. The role supports the Director in overseeing several program areas, coordinates with advisory boards and related agencies, and delivers expert guidance to improve quality, effectiveness and efficiency of licensure activities. Responsibilities Plan, organize, direct, and coordinate the principal operations and major program activities for Licensing, Consumer, and Protective Health Services. Ensure compliance with federal certification requirements under contracts with the Centers for Medicare and Medicaid Services and the Oklahoma Health Care Authority. Maintain consistent application of inspection protocols and develop data and measures for program outcomes, processes, and resources. Develop and recommend standards, practices, and procedures in collaboration with subject‑matter experts, consumers, and stakeholders. Manage the program area budget and oversee staff, ensuring competent, adequately trained personnel. Provide consultative services on planning, implementation, and process improvements within licensure and consumer protection programs. Assist with guidance and direction of inspection services and ongoing investigative reviews pursuant to state statutes and codes. Act as agency consultant and expert on enforcement actions, enforcement of laws and rules, and presentation of rules to the State Board of Health. Lead oversight of area managers on advisory boards, quality improvement initiatives, and statewide coordination of Consumer Health Services. Consult on formulation of policies, procedures, and standards for all programs under the area jurisdiction. Coordinate activities with other Department programs and service areas, advising the Area Director on administrative and operational issues. Develop and implement customer satisfaction surveys to ensure quality and consistent service delivery. Perform other duties as assigned and demonstrate knowledge of mission, vision, values, and code of ethical behavior. Other Duties Work effectively in a team environment and assist peers as needed. Maintain presence in the office, which is an essential function of the role. Be willing to complete all job‑related travel associated with the position. Education and Experience Requirements • Master’s degree and four years of supervisory, managerial, consultative, or administrative experience in public health, public administration, or a related scientific or technical field; OR

• Bachelor’s degree and five years of similar experience; OR
• Equivalent combination of education and experience, substituting one year of additional qualifying experience for each year of the required education.

Preferred Qualifications Experience planning, coordinating, and evaluating multiple program divisions concurrently. Regulatory and policy development expertise. Government affairs experience. Experience in regulatory inspections and investigations. Experience in regulatory enforcement activities. Knowledge, Skills, and Abilities Knowledge of Oklahoma State Department of Health policies, procedures, and related federal laws and regulations. Ability to plan, coordinate, and evaluate implementation of supervisory principles and practices. Consultation expertise for multiple regulatory programs and coordination of activities across work units. Analytical skills to resolve complex organizational and management problems. Strong communication skills for presenting professional expert knowledge. Understanding of administrative and organizational principles concerning state licensure, permitting, and certification. Physical Demands and Work Environment Office setting, mandatory presence in the office, mandatory mandatory travel. Requires frequent talking, standing, walking, and reaching with hands and arms. Long periods of sitting and daily use of computers and phones.
