About the Position This is a critical leadership role within the County’s Public Safety Answering Point (PSAP)/9-1-1 Emergency Communications Center. The incumbent ensures that more than 1.5 million annual public safety requests for service are processed and over 1.2 million emergency incidents each year are dispatched according to agency requirements, industry standards, and public safety guidelines. This position meets the State of Maryland definition of a 9‑1‑1 Specialist. The role is a professional management position within the Office of Homeland Security Public Safety Communications Operations Division. The individual works under the direction of the PSC Division Chief and closely with the PSC Deputy Director to ensure timely, accurate, and effective responses to emergency and non‑emergency public safety requests for service. The incumbent requires extensive management experience operating within a large, high‑volume, combined 9‑1‑1, Fire/EMS, and Law Enforcement Dispatch PSAP. About the Agency The Office of Homeland Security (OHS) was created in 2003 to consolidate critical emergency response entities. Public Safety Communications (PSC), formerly part of the Office of Information Technology and Communications (OITC), along with the Emergency Management Division (EM) from the Fire/EMS Department, were combined under the leadership of the Deputy Chief Administrative Officer for Public Safety/Director of Homeland Security. Examples of Work Managing and overseeing OHS/PSC 9‑1‑1 Call Taking, Law Enforcement Dispatch, Fire/EMS Dispatch, and Training operations. Coordinating OHS/PSC Operations Division to ensure timely, professional emergency communications services for County residents and supporting interfacing public safety agencies. Ensuring over 1.5 million annual requests for service via the NG9‑1‑1 VESTA system, text, and online are processed within agency requirements, state mandates, and industry standards. Ensuring more than 1.2 million annual emergency incidents are dispatched within agency requirements, industry standards, and public safety agency guidelines. Initiating fair and impartial disciplinary investigations and actions consistent with Prince George’s County Personnel Law, Administrative Procedures, and the Collective Bargaining Agreement. Serving as project manager for complex operational or high‑level projects; managing special projects assigned by the Division Chief or Deputy Director. Assisting in the development and maintenance of comprehensive operational policies and procedures. Serving as liaison with public safety agencies and jurisdictions at the County, Municipal, State, Regional, and Federal levels. Preparing and distributing regularly scheduled reports using electronic data systems. Representing PSC and County leadership at meetings, events, and professional engagements. Qualifications Minimum Qualifications Master’s Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field. Two (2) years of progressively responsible project management experience in governmental activities involving complex operational or technical projects. Two (2) years of management level work experience in a large, combined 9‑1‑1, Fire/EMS Dispatch and Law Enforcement Dispatch emergency communications center (a large center receives >700,000 calls per year). Two (2) years of experience successfully overseeing and implementing complex 9‑1‑1 and dispatch projects and initiatives in a large, combined 9‑1‑1, Fire/EMS Dispatch and Law Enforcement Dispatch emergency communications center. Two (2) years of experience managing entry‑level, supervisory, and continuous education training programs for 9‑1‑1, law enforcement dispatch, fire/EMS dispatch, and cross‑trained 9‑1‑1 Specialist personnel in a large, combined 9‑1‑1, Fire/EMS Dispatch and Law Enforcement Dispatch emergency communications center. Must possess and maintain a valid driver’s license at the time of application. Equivalent combinations of education, experience, and training that provide the required knowledge, skills, and abilities may be considered. There is no equivalency for the required management and supervisory experience. Preferred Qualifications Professional‑level industry accreditation such as Emergency Number Professional (ENP), Certified Public Safety Executive (CPE), Center Manager Certification Program (CMCP), or Registered Public‑Safety Leader (RPL). Nine (9) years of progressively responsible experience in a large, combined 9‑1‑1, Fire/EMS Dispatch, and Law Enforcement Dispatch Public Safety Answering Point/Emergency Communications Center (PSAP/ECC). Two (2) years of project management experience involving complex operational or technical projects. Five (5) years of supervisory experience overseeing entry‑level, fully trained, and supervisory 9‑1‑1 and dispatch personnel in a large, combined PSAP/ECC. Completion of 9‑1‑1 and law enforcement and/or Fire/EMS dispatch training, and at least two (2) years of related dispatch experience in a large, combined PSAP/ECC. 9‑1‑1 Specialist training and certification, as established by the State of Maryland. Valid and current International Academy of Emergency Dispatch (IAED) Emergency Medical (EMD), Fire (EFD), and Police Dispatch (EPD) certifications and associated quality assurance (EMD‑Q, EFD‑Q, and FPD‑Q). Applicants with equivalent certifications must obtain the IAED EMD, EFD & EPD and related Q/A Certifications within 60 days of appointment. Valid and current International Academy of Emergency Dispatch (IAED) ECT Certification or equivalent. Valid and current Certified Training Officer (CTO), Instructor III, or Emergency Telecommunicator Instructor (ECT‑I) Certification. Project Management Professional (PMP) certification. Proficiency with IAED AQUA, NICE Logging Recorder Systems, VESTA 9‑1‑1, and Motorola PremierOne CAD for QA review and ad hoc reporting. Proficiency in modern office equipment and software, including Microsoft Office applications, Adobe Acrobat Pro/eSign, and other relevant tools. Conditions of Employment Must possess and maintain a valid driver’s license at the time of application. Be willing and able to work unscheduled work hours, nights, weekends, or shift work when required. Have all experience, training, and certifications listed within the job posting at the time of application. Meet all training and performance standards and demonstrate proficiency as required by the agency. Wear and use agency issued uniforms, headsets, protective apparel, and equipment in the performance of assigned duties. Successfully pass thorough pre‑employment checks which may include reference checks, background investigations, motor vehicle background check, and drug screenings, where applicable. Agree to perform as an essential public safety employee. This position is essential. Essential employees are required to report during standard or non‑standard hours as operations require, or during emergencies, and are expected to report or remain at work when other County employees are granted Administrative Leave.
