Supervisory Public Affairs Specialist

Duties

Help

  • Manages the FNA Content Strategy program with responsibility for planning and creating content to educate the general and specialized publics and partners about the Agency's programs, activities and services.
  • Plans national communications and public information campaigns to convey complex information concerning the Agency's many nutrition assistance programs. Maintain effective working relationships with senior leadership.
  • Oversee the work of staff responsible for multiple aspects of public affairs, to include speechwriting, communications planning, and content development within the Agency.
  • Evaluate and produce communications products for use throughout the Agency and recommends modification when appropriate. Coordinate the review and clearance of communications products developed by national and regional Public Affairs staff.
  • Serve as an expert to key Mission Area officials participating in formulation of communications plans. Serve as counsel and advisor agency officials on issues relating to national information initiatives.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade : Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as:
  • Managing, implementing, and evaluating public affairs, public relations, communications, and/or marketing programs;
  • Experience in media relations and social media practices and strategies;
  • Writing/reviewing speeches and talking points for policy officials and leadership;
  • Researching and analyzing controversial agency programs; and
  • Assessing public reaction and developing appropriate communication strategies and information materials.

There is no substitution of education at this grade level.

To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
