Management and Program Analyst

Summary This position is located in Department of Labor (DOL), Office of Inspector General (OIG), Office of Investigations (OI). This position is responsible for analyzing, evaluating, and/or improving the efficiency of internal administrative operations, organizations, or management; planning, analyzing, and/or evaluating the effectiveness of line or operating programs. Responsibilities Assists senior staff in managing and preparing a wide variety of documents for studies and analyses and making recommendations on administrative and management issues within. Works directly with the Office of Investigations (OI) leadership to ensure all personnel, procurement, travel, and timekeeping functions are operated seamlessly. Assists staff with time and attendance (T&A) issues and resolves problems. Prepares and assists staff in preparing travel authorizations and travel vouchers. Prepares and initiates Ol's purchase requisitions. Works closely with the leadership and OIG Human Resources Management Division in assisting with recruitments. Assist with any onboarding requirements. Assists in the completion of multiple reports including human resources/financial planning; statistical accomplishments for Inspector General semiannual reporting. Assist in the gathering, analyzing and distribution of performance metrics. Organizes and maintains the Assistant Inspector General for Ol's electronic correspondence log, organizes and manages Ol's mailboxes, and updates mailbox addresses as needed. Updates Ol's staff telephone listing and staff calendar; gathers and compiles staff entries; routes and distributes management reports. Participates in the preparation of documentation for new or modified policy; participates in managing the systems for generation of reports; provides technical assistance to staff and management on systems; distributes reports and correspondence to management team. Responsible for Contracting Officer's Representative (COR) duties, such as technical monitoring, acceptance/rejection of deliverables, surveillance and inspection, issue identification and escalation, invoice review, documentation, compliance oversight and/or coordination with contracting officer and requiring activity. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for Management and Program Analyst, as described below. For the GS-13 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for the GS-13 level includes at least three (3) of the following: Facilitated human resources support activities, two of the following: coordinated staffing actions, tracked personnel actions, developed workforce planning documents and/or liaison between program office and human resources to resolve personnel matters; Facilitated financial management support activities, two of the following: developed and tracked financial plans, monitored obligations and expenditures, analyzed budget execution data, prepared financial reports, identified variances or discrepancies, timekeeping duties and/or prepared travel authorizations and vouchers; Researched and analyzed data and programs and presented findings for leadership review; and/or Advised staff or management on administrative requirements and ensured activities complied with applicable regulations, directives and/or standard operating procedures. Education There is no substitution of education for the required specialized experience at the GS-13 level. This position is outside the bargaining unit. This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.
