Oversee workforce management activities including recruitment, retention, onboarding, and ensuring adherence to DoD 8570.01-M / DoD 8140.03 workforce baseline certification requirements and security clearance maintenance across the entire labor base.
Manage subcontracting partners and oversee labor billing accuracy, budget burn rates, and timely invoice submissions through Wide Area Workflow (WAWF) / Procurement Integrated Enterprise Environment (PIEE).
Identify and mitigate operational risks affecting network availability, cybersecurity posture, and mission critical IT services.
Conduct operational reviews with the RNEC Director, KO, COR, and

Education and Experience:
Required:

Required Skills and Competencies:

Experience managing subcontractor relationships, labor billing, budget burn rate monitoring, and invoice processing through WAWF/PIEE systems.
Strong risk management skills with the ability to identify, assess, document, and mitigate programmatic and technical risks.
Project Management Professional (PMP) certification or DAWIA Level III Program Management certification.
ITIL Foundation certification (v3 or v4).
DoD 8570/8140 IAM Level II/III or IAT Level II/III baseline certification (e.g., CISSP, CISM, CASP+ CE, or Security+ CE).

Desired Skills and Competencies:
Prior experience supporting Army Network Enterprise Center or similar Army/DoW enterprise IT command environments.
Advanced knowledge of IT service management (ITSM) frameworks and enterprise IT operations including End-User Support, Network Engineering, Systems/Storage, Cyber Defense, and Telecommunications/LMR.
