Safety And Occupational Health Program ManagerYou will assist the Director supervising and overseeing staff in the NAVSEA Safety Department in execution of Safety and Occupational Health (SOH) program planning, development, and management of policies, directives, and guidance.You will independently plan, design, and carry out the SOH program within the framework of applicable laws and provide technical leadership over the program.You will make adjustments in objectives, work plans, schedules, and commitments to ensure progress towards meeting programmatic goals.You will establish work assignments to be accomplished by subordinate staff, set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts.You will evaluate employee performance and recommend appropriate incentives.You will initiate corrective actions, assure safety practices, keep employees informed of management and personnel policies, and carry out supervisory functions as required by law and policy.You will conduct research into technical SOH issues, review trouble reports/critiques, write brief sheets, informational/position papers, and support compliance inspections/review of NAVSEA activities to maintain compliance and manage risk.You will review higher-level policy, adapt and interpret guidelines, and develop policy and guidelines specific to NAVSEA programs, addressing situations where there is little or no written guidance.You will, as a technical authority, develop new approaches and concepts where precedent does not exist, as well as NAVSEA-wide standards, procedures and instructions to guide safety and occupational health personnel.You will, as a subject matter expert in SOH, serve as a NAVSEA representative to working groups or committees that review and recommend changes to policies or guidelines.You will administer, guide and oversee SOH Program elements: inspections, evaluations, surveys, education, training, instructions, mishap prevention, investigation and reporting, and other activities associated with operation of SOH programs.You will provide input and assist in the formulation of NAVSEA program goals and objectives related to the Program.You will provide recommendations/decisions on complex technical and policy issues where there may also be intense public concern; recommendations and decisions set NAVSEA precedents and determine actions to be taken by field organizations.You will complete annual self-assessment of assigned NAVSEA SOH Programs as required and prepare formal report of findings and Program Improvement Plans which are submitted to the NAVSEA Safety Director as part of the overall command self-assessment.You will serve as the Command representative during SOH audits.You will conduct field audits to ensure compliance with established NAVSEA and Navy policy, and Federal legislation and regulations governing programs.You will review designs, plans, specifications and engineering drawings for projects developed to correct deficiencies, and review and act as an advisor on SOH implications in the industrial, maritime, and office work environments.You will maintain liaison with SOH personnel of Federal, State, County, city, and private organizations.Requirements Conditions of employmentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $191,850.
