Summary This position is with the US Department of Agriculture (USDA), Office of the Chief Financial Officer, Transformation Management Organization located in Washington, D.C. The purpose of this position is to provide independent oversight of enterprise risk, audit readiness, internal controls,Government Accountability Office/USDA Office of Inspector General coordination, A-123 compliance, corrective actions, governance compliance, and organizational assessments. Responsibilities Serve as the senior management and program analyst responsible for enterprise assurance, organizational performance evaluation, oversight, audit coordination, internal controls, risk monitoring, and continuous improvement activities. Serve as the principal advisor to the Chief Transformation Officer on enterprise assurance matters. Evaluate modernization initiatives, monitor organizational performance, coordinate internal and external audits, manage corrective action programs, assess organizational risks, and validate modernization outcomes. Formulate and update internal policies, standard operating procedures, and guidance for enterprise assurance and risk mitigation. Provide authoritative advice and strategic recommendations to leadership regarding organizational effectiveness and risk posture. Plan, coordinate, implement, and improve enterprise assurance activities supporting modernization initiatives across the National Finance Center, Financial Management Services, and other Office of the Chief Financial Officer organizations. Maintain a continuous program of review and evaluation to assess modernization effectiveness, organizational performance, governance compliance, enterprise risks, internal controls, and benefits realization. Coordinate enterprise audit activities involving the USDA Office of Inspector General, Government Accountability Office, independent auditors, Office of Management and Budget, Office of Personnel Management, and internal management reviews. Provide expert consultation to executive leadership regarding modernization health, governance effectiveness, internal controls, enterprise risk management, audit readiness, and continuous improvement. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-13 Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-12 grade level in the federal service or equivalent experience in the private sector. Specialized experience is defined as: 1) conducting program evaluations and enterprise assurance activities such as risk monitoring, internal control reviews, audit coordination, and corrective action tracking to support compliance; 2) assessing modernization efforts by reviewing governance requirements, performance outcomes, benefits realization, internal controls, and enterprise risks to ensure initiatives meet organizational standards; 3) coordinating with Office of Inspector General, United States Government Accountability Office, independent auditors, Office of Management and Budget, Office of Personnel Management, contractors, and senior staff to support audits, respond to inquiries, and resolve evaluation issues; and 4) maintaining risk registers, creating monitoring dashboards, verifying corrective action completion, supporting IV&V tasks, providing updates to leadership on audit readiness, risk status, and modernization progress. Certifications in one or more of the following: Certified Government Auditing Professional (CGAP), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certification in Risk Management Assessment (CRMA), Project Management Professional (PMP), Lean Six Sigma, Certified Government Financial Manager, internal controls/A-123 related credentials or equivalent are strongly desired to support work accomplished in this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
