Job Summary
The Planning Technician and Permit Coordinator performs a variety of technical, administrative, customer service, and coordination duties in support of the City’s planning, permitting, land use, and development operations. This position serves as a primary point of contact for residents, contractors, developers, business owners, and the public regarding permits, planning applications, zoning regulations, development procedures, and related City requirements. The position is responsible for receiving, reviewing, processing, coordinating, tracking, and maintaining permits and development-related applications to ensure compliance with applicable regulations, policies, and procedures. This position also supports planning operations, advisory boards, public meetings, records management, interdepartmental coordination, and the efficient delivery of development services throughout the City.
Pay Range: $22.05 to $29.40 per hour depending on experience.
Duties and Responsibilities
- Complies with all City policies and procedures, as well as applicable local, state, and federal laws, regulations, and requirements related to the performance of assigned duties.
- Demonstrates a respectful, collaborative, and team-oriented approach to work and establishes and maintains effective working relationships with coworkers, supervisors, external partners, and the public.
- Serves as a primary point of contact for residents, contractors, developers, business owners, advisory boards, and the public regarding permits, planning applications, zoning regulations, land use processes, development procedures, and departmental operations.
- Provides information and guidance regarding City regulations, policies, codes, procedures, development requirements, permit processes, and application timelines; assists customers in completing and submitting applications and related documentation.
- Receives, reviews, processes, coordinates, tracks, and maintains permits, planning applications, plot plans, sign plans, variances, encroachments, and other development-related submissions for completeness, accuracy, and compliance with applicable City regulations, zoning requirements, subdivision principles, and departmental procedures.
- Issues permits and approvals within established authority and departmental guidelines and communicates deficiencies, corrections, approvals, and status updates to applicants and stakeholders.
- Coordinates permit routing, plan reviews, approvals, comments, and development processes between City departments, divisions, outside agencies, contractors, consultants, developers, and applicants to support efficient and timely service delivery.
- Maintains permit, planning, zoning, land use, and development records, databases, files, maps, tracking systems, and related documentation to ensure accurate organization, retention, and accessibility of information.
- Assists planners, management staff, advisory boards, and other departments with planning and development review processes, staff reports, public notices, meeting agendas, packets, presentations, public hearing coordination, and presentations before boards or commissions as required.
- Provides assistance and information related to property ownership and maintenance, zoning requirements, site visibility, public and private utility infrastructure, conditions of approval, plat notes, City Code enforcement matters, and related development issues.
- Performs other duties and responsibilities as assigned.
Supervisor Duties
This position does not have supervisory responsibilities.

This position primarily operates in a professional office environment and routinely utilizes standard office equipment, computers, permitting and records management software, telephones, and other administrative technology. The position frequently involves interaction with residents, contractors, developers, consultants, elected and appointed officials, outside agencies, and other City employees, requiring regular communication, coordination, and customer service.
Work is generally performed in a moderately quiet office setting; however, the environment may periodically become fast-paced and deadline-driven due to customer demand, permit activity, development timelines, public meetings, or project coordination requirements. The position may occasionally require attendance at public meetings, advisory board meetings, project sites, or other City facilities. Limited local travel may be required in the performance of assigned duties.
Requirements:Qualifications
- High school diploma or equivalent is REQUIRED to perform essential job functions.
- Additional education or training in planning, business, public administration, construction, or a related field is desirable.
- Experience in customer service, office administration, records management, data entry, or related work requiring strong communication, organization, and computer skills is needed.
- Experience in municipal government, planning, permitting, development services, construction, or a related field is desirable.
- Experience working in a fast-paced office environment with frequent public interaction is highly valued.
- Equivalent combinations of education, training, certifications, and experience may be considered.
- Valid Colorado Driver’s License or ability to obtain within ninety (90) days after employment is REQUIRED to operate City vehicles.
- Must obtain FEMA ICS-100 and ICS-700 certifications within twelve (12) months after employment.

- Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
- Demonstrated strong verbal and written communication skills, analytical skills, statistical and mathematical abilities and interpersonal skills. Ability to read and interpret documents such as safety rules, operating maintenance instructions and procedure manuals. Ability to write complex reports and distill information for many audiences.
- This position requires close, distance and peripheral vision.
- Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of six (6) feet. Ability to hear sounds and signals indicating work and safety necessities.
- This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed.
- Must be able to lift up to twenty-five (25) pounds as needed and frequently lift up to ten (10) pounds.
- This position requires effective proficiency in the use of computer software, business applications, office equipment, and professional communication practices. This position may frequently require multitasking while utilizing computers, phones, office technology, equipment, and related systems while performing assigned duties and interacting with others.
