Job Description and Duties

RESPONSIBILITIES

• Conduct Research and Evaluation Activities Related to NCHIP 31 o Lead implementation of NCHIP 31 grant objectives and monitor project milestones, deliverables, and timelines.

o Develop project plans, monitor progress, identify risks, and recommend corrective actions to ensure successful completion of grant objectives.

o Oversee grant activities among superior courts, the California Department of Justice, federal partners, and other criminal justice stakeholders and serve as the main point of contact; manage project timelines, scope, and deliverables.

o Monitor grant expenditures, deliverables, and reporting requirements to ensure compliance with federal grant conditions.

o Prepare required grant progress reports, work plans, and supporting documentation for state and federal partners.

o Collect, validate, and analyze statewide data supporting grant objectives and performance measures. Synthesize the work of participating courts for state-level themes and recommendations.

o Evaluate program effectiveness and identify opportunities to improve criminal history reporting processes.

• Provide Program Oversight and Technical Support o Maintain project documentation, grant files, and records supporting federal reporting requirements.

o Produce meeting agenda content, action items, and follow-up activities for project teams and stakeholder workgroups.

o Review project deliverables for completeness and consistency with grant objectives.

o Assist management with special projects and emerging criminal justice initiatives with respect to innovative data collection and research methods, stakeholder presentations, and educational programming.

• Serve as Statewide Liaison and Subject Matter Expert o Serve as the primary liaison between the Judicial Council, superior courts, the California Department of Justice, and other criminal justice partners.

o Provide technical assistance regarding criminal history reporting requirements, grant activities, and project implementation.

o Facilitate meetings, workgroups, and stakeholder discussions to support statewide collaboration.

o Represent Criminal Justice Services and/or Judicial Council at meetings, conferences, and partner forums.

o Develop training materials and deliver presentations for court staff and justice system partners.

Working Conditions

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

MINIMUM QUALIFICATIONS

Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an

Analyst in a California superior court or California state-level government entity.

PAYMENTS & BENEFITS

Salary Range: $7,941 - $11,912 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
