Construction Inspection Supervisor

Location of (1) position(s) to be filled: Department of Transportation, Davidson County. This position is located in Region 3- District 37 Operations- Construction Section. The starting salary for this position is $6,285 monthly/ $75,420 annually.

Qualifications: (Education must be from an accredited institution.) Education and experience: High school diploma and 5 years of demonstrated competency in related field.

Necessary special qualifications: Some positions within this classification may require candidates to possess and maintain a Class D driver's license valid to operate vehicles in the State of Tennessee. Some positions within this classification may require candidates possess and maintain, or obtain at their own expense and within 11 months of hire or promotion to this classification, a Class A Commercial Driver's License with an N endorsement without a Code O restriction (Code 52 restriction is allowable) that is valid in the State of Tennessee.

Overview: The Construction Inspection Supervisor will lead, mentor, and train construction personnel through empowerment, communication, and delegated authority. This position will develop work plans that align with the Department's strategic vision and will effectively delegate authority and responsibility while ensuring the availability of resources for the Construction staff to be successful. The Construction Inspection Supervisor will supervise technical staff and implement performance plans, ensuring the expected outcomes, performance, and accountability of each team member.

This position will actively direct the construction and alternative delivery projects within their unit, ensuring a high-quality product is delivered within scope, schedule, and budget. This position will implement department policies, discipline-specific technical guidance, procedures, and manuals when leading their Construction Team. The Construction Inspection Supervisor will research national best practices to drive innovation and efficiency within the Construction Division and assist in the development and implementation of these innovative best practices within their Team.

Responsibilities: Manage resources and staff utilization and assist Project Managers in managing external partners together with the Professional Services Division. Establish and ensure there is a direct relationship between quality and work outcomes by implementing construction standards and coordinating with the Resident Engineer and Materials and Tests Lab to assist with quality control tasks as per the TDOT Quality Assurance Process. Support the Construction Proficiency Program by actively reviewing and approving all module documents and records, providing opportunities for employees to obtain required training hours, and scheduling exams, classes, and demonstrations. Participate in Project Teams as part of a matrix organization to ensure the development of the inspection plan aligns with the project vision. In coordination with the project manager, assist in defining goals and intended outcomes for scope, schedule, budget, and quality. Assist with construction elements, project phasing, and work zone traffic control. Lead the construction team within the District in providing exceptional customer service to both internal and external customers, exercising effective listening skills, providing prompt responses, maintaining complete and accurate documentation, and communicating effectively. Lead staff to perform activities according to departmental, state, and federal laws, rules, regulations, guidelines, processes, and procedures. Provide input in the development and implementation of revisions to the design and construction specifications, standards, and procedures, related to ensuring quality management practices and assessment risk strategies and mitigation. Provide input on national best practices related to construction practices for TDOT employees, contractors, and the traveling public; research and recommend emerging technology concepts to be incorporated into TDOT's guidance documents, processes, and procedures. Provide input in the development and implementation of a tracking mechanism that ensures the contractual agreements, scope, schedule, budget, and quality of all projects support the delivery of the Department's Work Program while also ensuring compliance with Federal and State traffic design and regulations. Develop performance factors for assigned unit that ensure construction staff provide deliverables that are consistent, predictable, and repeatable, providing consistently high levels of achievement, mitigation of risk, and an established track record of success. Manage resources to allow the team to perform their roles effectively and efficiently, optimizing the team's ability to address unanticipated challenges successfully, providing timely feedback and training, and ensuring the necessary tools are available for the employee to achieve their goals.
