This announcement is open to potential candidates who are legal residents of the United States. All legal residents of the United States are eligible to apply and compete.

About The Facility

This unit provides a safe, secure and therapeutic setting for people served at Pueblo Regional Center (PRC). PRC serves people with co-occurring diagnoses of intellectual / developmental disabilities (IDD) and mental illness. PRC provides evaluation, assessment, and evidence-based treatment for problematic and socially significant behavior that doesn’t allow for the person to be served by a private provider. The focus of treatment is stabilization, skill acquisition, and development of safe and appropriate behavior through a comprehensive treatment plan including Applied Behavior Analysis Therapy. This unit provides support for people through a variety of steps including: The Community Support Team, discharge planning and working together with families and community service providers to increase success and safety in the least restrictive environment. The unit goal is to return people to their optimal level of functioning and assist them in returning to the least restrictive environment.

Description Of Job

About the Position

This position will ensure that the people in services receive the necessary services and support for stabilization. The people served at the Regional Centers exhibit challenging, complicated behaviors that private providers in the community have not been able to adequately address. There is a need for the Regional Centers to be specialized in providing robust and comprehensive behavioral services so that people served can achieve stabilization treatment and transition back to a private provider in the community. This position provides evidence-based behavior analytic programming for people served with a range of IDD, mental health diagnoses, physical disabilities, and problematic behavior. This position conducts Functional Behavior Assessments, develops treatment and behavior intervention plans, monitors behavior programs, analyzes data, and provides clinical oversight to DSPs, who may or may not hold a specific licensure/credential, including Registered Behavior Technician. This position will regularly consult with the Medical team at the Regional Center, as well as outside providers, to ensure comprehensive and appropriate treatment. This position will conduct assessments and provide treatment recommendations, provide data and consultation to the Human Rights Committee and interdisciplinary team (IDT), train DSPs and IDT members regularly and may also be required to appear in court to represent the agency in regard to Imposition of Legal Disability (ILD) hearings and/or participate in criminal hearings and/or probation meetings as part of the IDT. This position is required to provide agency-wide training as needed.

Primary Job Duties

Assessment and Behavior Plan Development and Writing. The individual in this position completes Functional Behavior Assessments (FBA) and the development of Behavior Intervention Plans (BIP). This individual works with the Support Services Coordinators (SSC) and Interdisciplinary Team IDTs to gather information about the person served. The behavior intervention plans are in compliance with all Home and Community Based Services (HCBS) Waiver regulations and are written with a focus on decreasing maladaptive behavior and increasing appropriate and adaptive behavior that will increase the likelihood of success for the individual both while living at the Regional Center and once transition to the least restrictive environment is achieved.

Behavior Services Supervision and Training. The individual in this position provides ongoing training and oversight to Direct Support Professional (DSPs) who may or may not hold a specific license or certification such as a Registered Behavior Technician. This position may provide supervision to individuals seeking and/or holding certification as a Registered Behavior Technician, BCBA or BCaBA. This position is responsible to provide training and guidance to all staff implementing the behavior program.

Data Analysis. This position makes appropriate and accurate clinical decisions based on data collected through behavior intervention plan procedures and other assessments. Data analysis includes collecting, graphing, and interpreting data regarding each behavior program of the person in services. Data analysis may be conducted through a variety of platforms such as an electronic health record, computer software, and paper data. Data analysis will be comprehensive and continuous.

Clinical Consultation and Team Meetings. The individual in this position engages in regular consultation with PRC teams to ensure comprehensive and appropriate care for people in services. This includes both providing and receiving consultation and feedback to and from various teams who are also providing support to the people served. Consultation may include but is not limited to: behavior concerns, mental health diagnoses and concerns, implementation of evidence-based procedures, risk assessments, and evaluation and treatment for dangerous behavior. The individual in this position will participate in Community Support Team (CST) meetings, Human Rights Committee (HRC) meetings, and Interdisciplinary Team (IDT) meetings when needed and appropriate.

Duties

Other Duties as Assigned. The needs of the Regional Centers and the people served will change on an on-going basis. It is important that this position be flexible in helping the Regional Centers obtain their goals. This may include, but is not limited to:

  • Staying current on physical management and de-escalation training.
  • Attending training relevant to behavior and psych team members.
  • Developing and providing behavior analytic training to PRC staff members.
  • Attending and participating in relevant meetings within PRC and with community providers/members.
  • Position must travel to remote work sites and may transport the individuals served.
  • Attending and participating in psychiatric appointments/clinics.

Special Qualifications

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Required-BCBA certified, actively enrolled in a (BACB) verified course sequence Program, or ability to sit and pass the exam within 1 year of hire. Inability to do so may result in termination.

Experience Only

Eight (8) years of relevant experience in an occupation related to the work assigned to this position.

OR

Education And Experience

A combination of related education and/or relevant experience in an occupation related to the work assigned to this position equal to eight (8) years.

Preferred Qualifications

  • Master's degree from an accredited institution in counseling, psychology, social work or behavior analysis.
  • Nationally certified as a “Board Certified Behavior Analyst” (BCBA) or certified by asimilar nationally recognized organization or licensed by the State Board of Examiners
  • Two (2) years of directly supervised experience developing and implementing behavioral support plans utilizing established approaches including Behavioral Analysis or Positive Behavioral Supports that are consistent with best practice and research on effectiveness for individuals with developmental disabilities.

  • Full Background CDHS employees (all Direct contact with vulnerable persons): CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, Reference Checks, Professional License verification (licensure requirements), Drug Screen, PREA (Division of Youth Services),Trails check (direct contact with children), CAPS (direct contact with adults – Mental Health Institutes, Regional Centers, Veterans Community Living Centers).
  • This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.
  • Motor Vehicle Check, if the employee will drive a state-owned vehicle, either in an on-going capacity while performing their normal day-to-day job duties OR on occasion for training/meetings/client visits/etc.
  • Must possess a valid, non-restricted Colorado Driver’s License or a non-restricted U.S. Driver's License for positions within 30 miles of the CO state border.
  • Shift Work: PRC is a 24/7 facility, therefore, evening and/or weekend work may be required.
  • Travel: Position must travel to remote work sites and may transport the individuals served. Must Utilize a State vehicle, if available. If not, must utilize a personal vehicle and submit for mileage reimbursement. Position is required to use a State vehicle to transport residents.
  • Special Qualifications: Required-BCBA certified, actively enrolled in a (BACB) verified course sequence Program, or ability to sit and pass the exam within 1 year of hire. Inability to do so may result in termination.
  • Must demonstrate the ability to lift 50 lbs, bend, kneel, squat, etc. and perform physical interventions proficiently throughout employment.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must:
    • Disclose that information on the application.
    • Explain why the prior termination or resignation should not disqualify you from the current position.
    • Provide your employee number from your prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
