Under the direction of the Manager, Special Pathogens and in collaboration with the Director, Emergency Management, the Special Pathogens Regional Advisor facilitates regional preparedness efforts by providing advisory guidance, readiness assessments, coordination of exercises, and compliance monitoring related to high consequence infectious disease events. The role supports Regional Emerging Special Pathogen Treatment Centers (RESPTCs) within Cedars‑Sinai's assigned region by facilitating preparedness assessments and recommendations to advance readiness and grant compliance, and partners with the National Emerging Special Pathogens Training and Education Center (NETEC). The Advisor collaborates with regional and national partners to advance strategic planning and strengthen systems related to performance improvement, education, outreach, exercise development, and infection prevention and control. Principal Responsibilities Develop, coordinate, and evaluate activities to meet grant deliverables and program objectives within the institution, across Region IX, and with national collaborators. Provide institutional preparedness through coordination of trainings and drills, participation in Hospital Command Center activations, and facilitation of inter‑agency preparedness activities. Engage regional stakeholders in reviewing and revising the Region IX Ebola Virus Disease (EVD) and Other Special Pathogen Transport Plan to maintain alignment with current National Special Pathogen System (NSPS) strategies and to provide regional recommendations and best‑practice guidance to partner facilities. Apply best practices from the National Emerging Special Pathogens Training and Education Center (NETEC) Training Academy and use NETEC hospital and Emergency Medical Services (EMS) assessment tools to conduct comprehensive on‑site and virtual evaluations. Identify strengths and opportunities for improvement at Cedars‑Sinai Medical Center and across healthcare entities in the Region IX and provide practical, actionable recommendations to regional partners and internal leadership to advance readiness for high consequence infectious disease events. Assess regional personal protective equipment (PPE) supply levels and support rapid deployment of PPE to regional partners when operationally required. Coordinate with NETEC to facilitate Special Pathogens Organizational Readiness Assessment (SPORSA) submissions, reviews, and readiness assessments across the HHS region, and support follow‑up consultations to advance organizational preparedness. Lead the coordination and execution of multi‑agency special pathogen drills and exercises at both the organizational and regional levels and conduct after‑action reviews and develop formal after‑action reports. Serve as a point of contact during multi‑agency special pathogen events—planned or emergent—by coordinating and liaising with city, county, state, regional, and federal agencies involved in special pathogen response (e.g., public safety, police departments, fire departments, EMS, public health departments), including events occurring outside of business hours. Maintain training and operational readiness on regional equipment and supplies that support patient isolation, movement, waste management, and diagnostics throughout the region. Participate actively in internal and external committees related to special pathogens and emergency management, including meetings held at off‑site locations. Support activation of the Hospital Command Center during special pathogen responses and other institutional emergencies, including events affecting affiliated entities, and staff assigned roles as needed. Identify, research, and secure additional funding opportunities to support the program's mission and strategic objectives, and manage the full grant lifecycle—from prospect research and proposal development to post‑award reporting and relationship management. Qualifications Education: Bachelor's Degree in Public Health, Emergency Management, Nursing, Health Administration, Infectious Disease/Epidemiology, or another closely related field (required). Master's Degree in Public Health, Emergency Management, Nursing, Health Administration, Infectious Disease/Epidemiology, or another closely related field (preferred). Work Experience: 5 years experience in special pathogens programs, public health preparedness, emergency management, or hospital incident command operations (required). 2 years progressive experience in high‑consequence infectious disease clinical concepts, infection prevention, PPE, and special pathogen response frameworks in healthcare, emergency management/planning, and coordination (preferred). 1 year experience designing and evaluating exercises using the Homeland Security Exercise and Evaluation Program (HSEEP) framework, and experience in program development and cross‑sector collaboration across healthcare, public health, and emergency response partners (preferred). Licenses and Certifications: Incident Command System Training (Certification) IS‑100, 200, 700, 800 – required within 60 days of hire. Incident Command System Training (Certification) IS‑300, 400 – 60 days preferred. Hospital Incident Command System (HCIS) Training Certification – Incident Action Planning (preferred upon hire). Certified in Infection Control (CIC) credential – Certification Board of Infection Control & Epidemiology (preferred upon hire). Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) – preferred upon hire. Travel Requirements: 10% – Attend and support readiness activities primarily within Region IX of the National Special Pathogen System (NSPS).
