What You Will Get To Do: This position supports a high-visibility federal program delivering mission-critical IT capabilities in support of humanitarian assistance and disaster response operations. Active Secret clearance is required to be considered for this role. In this role, you will support the planning, coordination, and execution of enterprise IT programs and portfolio initiatives within a federal environment. Working within the Portfolio Management Office (PMO), you will provide analytical, governance, and program management support to advance strategic initiatives, improve operational efficiency, and support informed decision-making. We are seeking a Senior IT Portfolio Specialist to support Foreign Humanitarian Assistance (HA) disaster operations and response efforts. The ideal candidate is proactive, highly organized, and capable of managing multiple priorities while collaborating across technical and business stakeholders. Key Responsibilities: Support execution of portfolio initiatives, ensuring alignment with organizational priorities, governance processes, and program objectives. Coordinate assigned workstreams and provide recommendations to PMO leadership. Coordinate activities across multiple projects and workstreams, tracking progress, dependencies, risks, and action items. Collaborate with stakeholders to develop program deliverables, work products, strategic plans, and executive briefings. Develop and maintain portfolio governance documentation, including charters, decision logs, reporting artifacts, standard operating procedures (SOPs), and supporting processes. Perform business process modeling and process improvement activities to streamline operations, improve efficiency, and identify opportunities for optimization. Analyze portfolio data and develop dashboards, reports, and visualizations to support portfolio reporting and executive decision-making. Assist with identifying, documenting, and tracking portfolio risks, issues, assumptions, and dependencies. Support response readiness activities, surge operations, and mission priorities during humanitarian response events, as required. Capture and manage functional and technical requirements in support of new initiatives and process improvements. Develop high-quality documentation, presentations, process flows, and communications using Microsoft Office and Visio. Support knowledge management activities, including maintaining program documentation, repositories, and customer relationship management (CRM) platforms. Analyze federal policies, regulations, and guidance to support program planning and compliance activities. Operate effectively in a collaborative, fast-paced environment, supporting enterprise and response-related initiatives as needed. Minimum Qualifications: Bachelor’s degree from an accredited college or university 5+ years of experience supporting federal government programs in portfolio management, program management, PMO, or related disciplines. Experience coordinating across multiple stakeholders and managing competing priorities in a fast-paced environment. Experience supporting multiple concurrent projects or enterprise initiatives. Experience developing governance documentation, SOPs, and portfolio processes. Strong analytical skills with experience using data to support reporting, performance measurement, and decision-making. Experience developing business process maps and workflow diagrams using Microsoft Visio or similar modeling tools. Experience capturing functional and business requirements. Experience preparing executive-level presentations, reports, and briefing materials. Proficiency with Microsoft Project, Excel, PowerPoint, Word, and Visio. Strong written and verbal communication skills, including the ability to organize and communicate complex information clearly. Ability to work independently while collaborating effectively across multidisciplinary teams. Active Secret security clearance is required Authorized to work for any U.S. employer Desired Qualifications: PMP certification or equivalent project/program management certification. Experience supporting the Department of State, Foreign Humanitarian Assistance (HA), disaster response operations, international programs, or other federal civilian agencies. Experience supporting IT governance, PMO, or portfolio management initiatives. Experience analyzing and applying federal regulations, policies, and governance frameworks. Experience with Power BI, Tableau, Jira, ServiceNow, or similar portfolio management tools. Prior consulting experience in a client-facing environment. Compensation is based on factors including geographic location, education, experience, skills, internal equity, and contract-specific requirements. The projected compensation range for this position is $90,000-$120,000/year. This range represents the anticipated base salary and is one component of Southpoint Consulting's total compensation package.
