Basic Requirements English Language Proficiency: Thoroughly proficient in written and spoken English as required by 38 U.S.C. 7403(f). Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by ACEN or CCNE. Individuals in a master’s level bridge program with coursework equivalent to a bachelor’s level could be registered as a nurse with a state licensing board prior to completion. Upon achievement of a State license, the individual may be appointed on a temporary basis and later converted to a permanent appointment following successful completion of the bridge program. Foreign school graduates must possess a current, full, active, and unrestricted registration; equivalency validation from an accepted body such as International Consultants of Delaware (ICD) is required if education exceeds associate level. Graduate Nurse Technician (GNT) Exception: Candidates meeting education but lacking licensure may be appointed at entry level for a 120‑day temporary appointment while pursuing licensure, extendable up to two years on a case‑by‑case basis. Grandfathering Provision: All persons employed in VHA in 0610 series performing duties on the effective date (1/29/2024) are considered to have met qualification requirements. Grade Determinations follow Scope – Education – Dimension criteria detailed in the online assessment at Grade/Level scopes for Nurse I, II, III levels include various combinations of ADN/Diploma, BSN, MSN, and doctoral degrees as specified. Preferred Experience Prior Nursing Experience: PACU – Pre‑Op/Ambulatory Surgery; BLS/ACLS; Med/Surg. Reference: Physical Requirements VA policy requires all selected applicants and employed personnel to be physically, mentally, and emotionally fit for the position. Pre‑placement physical examination required for all full‑time, part‑time, and intermittent employees per VA Directive and Handbook 5019. Examinations assess mental and physical ability, including laboratory and other screening as required by federal agencies. Position requires visual acuity, keen hearing, clear distinctive speech, manual dexterity, and the ability to lift at least 50 lbs. Tasks may involve walking, standing, stooping, sitting, bending, pulling, pushing, transferring patients and objects, and donning protective clothing in isolation or operative settings. Occasional exposure to combative patients due to delirium, dementia, or psychiatric disorders is possible. Must complete annual Employee Health requirements such as influenza vaccination, TB screening, or testing. The duties include but are not limited to: the RN provides pre‑operative/procedural care, including nursing assessment of patients, consent, and History & Physical validations; starting intravenous fluids including venipuncture; assisting with peripheral nerve blocks; ensuring all lab work and other pre‑operative/procedural testing is completed and communicated; confirming surgical sites are prepared and marked; and administering medications as ordered. Provides clear and concise pre‑operative teaching and reviews discharge instructions to patients and families with written and verbal communication. Monitors post‑operative patient level of consciousness after recovery from anesthesia/sedation. Observes signs of side effects of residual anesthesia medications. Maintains knowledge of current American Society of Peri‑Anesthesia Nurses standards, VHA Directives, and service‑level SOPs. Ensures comprehensive, timely, complete, and accurate documentation in the electronic health record. Provides competent, evidence‑based care to assigned patients. Demonstrates expanded knowledge base of the nursing process and develops basic leadership skills by seeking additional leadership opportunities within the unit.
