Systems Analyst 3Location: Austin, TX 78751 (Hybrid – 3 days onsite: Mon, Tues, Thurs; 2 days remote) Work Authorization: Must already reside in Texas and be local to Austin (within 50-mile radius) Work Schedule: Full-Time | 40 hrs. / week | Mon–Fri, 8:00 AM – 5:00 PMEstimated Duration: 10/01/2025 to 08/31/2026 (2,000 hours)Interview Type: In-personThe Texas Health and Human Services Commission is seeking a highly experienced Systems Analyst 3 to support the Applications/Software Development group. The candidate will analyze existing business processes, gather and document requirements, and support system enhancements that align with HHSC's mission and technical direction. This position focuses on leveraging strong data and business analysis skills to bridge the gap between business needs and technical execution.Responsibilities:Analyze business objectives, user needs, and existing processes to identify opportunities for improvements and automation.Write detailed documentation including Epics, User Stories, functional and non-functional requirements, and acceptance criteria.Conduct workshops and meetings with business and technical teams to elicit, review, and finalize business and data requirements.Design, optimize, and document data workflows and management processes.Translate complex business needs into actionable technical requirements.Develop and maintain data dictionaries, mapping documents, dashboards, and visual data models.Collaborate with developers, testers, and product owners to ensure clarity and consistency in requirements.Lead data-focused discussions, identify gaps, and provide resolutions.Support user acceptance testing and assist with training and rollout plans when necessary.Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.Required/Preferred - ExperienceRequired - Hands-on experience as a business data analyst in the Information Technology industry, demonstrating strong analytical and documentation skills.Required - Proven ability to collaborate with technical and non-technical teams to analyze complex data-driven business problems and recommend actionable solutions.Required - Experience designing and optimizing data workflows and data management processes using modeling or mapping tools.Required - Well-versed in writing Epics and User Stories, including acceptance criteria, to effectively communicate functional and non-functional requirements to development and quality assurance teamsRequired - Experience creating and maintaining data-related documentation including data dictionaries, business requirement documents, and data mapping specifications.Required - Experience designing and presenting visual data models and dashboards to communicate trends, performance, and project timelines.Required - Demonstrated ability to lead data-focused meetings and interviews, document outcomes, and drive resolution of data-related issues.Preferred - Bachelor's degree in data science, Computer Science, Information Systems, Business Analytics, or a related field. Equivalent experience may be substituted.Preferred - Strong multi-tasking skills with the ability to manage multiple data projects or assignments concurrently.
