Kaiva Tech, LLC is looking for a Program Manager – Legal and Compliance Review in Kansas City, Missouri.Department: Operations - ServicesReports To: Kaiva Program ManagerLocation: On-site, must live within driving distance of Kansas City, MissouriSchedule: Monday - FridayHours: Full-time, 40-hours/weekFLSA Status: ExemptClearance: Public TrustPosition SummaryThe Program Manager – Legal & Compliance Review provides senior-level leadership and oversight for a team of attorneys performing federal compliance, regulatory review, case evaluation, investigative support, and legal analysis activities for a government customer.The Program Manager is responsible for the overall performance, quality, timeliness, and operational execution of the legal review program. This position serves as the primary day-to-day leader for the attorney team and works closely with government stakeholders to ensure that assigned activities, casework, deliverables, and program objectives are completed accurately, consistently, and in accordance with applicable laws, regulations, policies, procedures, and contractual requirements.The Program Manager applies substantial legal experience and professional judgment to oversee complex casework, resolve escalated issues, establish and maintain quality standards, and provide guidance to attorneys conducting legal and factual analysis. The position is expected to serve as both a senior legal subject matter expert and an experienced program leader capable of managing competing priorities, personnel, workload distribution, performance expectations, and customer requirements.The Program Manager will establish effective processes for case assignments, review, quality assurance, escalation, reporting, and delivery. The position will monitor team performance and workload, identify risks and trends, and implement process improvements that enhance the consistency, efficiency, accuracy, and timeliness of program operations.Essential Duties and ResponsibilitiesProgram Leadership & ManagementProvide overall day-to-day leadership, management, and oversight of the attorney team supporting the program.Direct the planning, coordination, execution, and delivery of legal and compliance review activities in accordance with contractual and customer requirements.Establish priorities and allocate personnel and resources based on workload, complexity, deadlines, and program needs.Monitor team workload, productivity, performance, and deliverable status to ensure requirements are met consistently and on schedule.Develop and maintain effective processes for case intake, assignment, review, escalation, quality assurance, documentation, and disposition.Identify operational risks, resource constraints, emerging issues, and potential impacts to program performance and develop appropriate mitigation strategies.Ensure the team maintains accurate and complete case files, records, documentation, and supporting information within applicable systems.Lead continuous improvement efforts to strengthen program processes, consistency, efficiency, and quality.Legal & Compliance OversightProvide senior-level legal guidance and subject matter expertise to attorneys conducting compliance reviews, case evaluations, investigations, and regulatory analysis.Review and provide guidance on complex, sensitive, or high impact matters and cases requiring senior legal judgment.Oversee the legal and factual analysis of complaints, allegations, inquiries, documentation, and supporting evidence.Ensure case evaluations and recommendations are supported by appropriate legal research, factual analysis, documentation, and applicable authorities.Review legal memoranda, correspondence, reports, case summaries, recommendations, and other substantive work products for accuracy, completeness, clarity, and legal sufficiency.Ensure the attorney team appropriately applies applicable laws, regulations, policies, procedures, and program requirements.Serve as an escalation point for complex legal, procedural, investigative, or compliance-related questions.Identify recurring legal, compliance, procedural, or case-management issues and recommend appropriate corrective or preventive actions.Maintain professional independence and sound legal judgment when evaluating sensitive or potentially high-impact matters.Quality Assurance & Performance ManagementEstablish and maintain quality assurance standards and review procedures for attorney work products and case determinations.Conduct or oversee quality reviews to ensure consistency, accuracy, timeliness, and adherence to established procedures.Identify deficiencies or recurring issues in casework and develop corrective actions, guidance, or training as appropriate.Track key performance indicators, workload metrics, case status, timeliness, quality measures, and other program performance data.Provide regular performance and operational reporting to government stakeholders and Kaiva leadership.Support the development of program dashboards, reports, briefings, and other management products.Ensure corrective actions and performance improvement initiatives are documented, communicated, and implemented effectively.Customer & Stakeholder ManagementServe as the primary day-to-day point of contact for government stakeholders regarding program execution, attorney workload, case status, deliverables, performance, and emerging issues.Develop and maintain effective working relationships with government program personnel and other stakeholders.Lead recurring program meetings, status briefings, workload reviews, and performance discussions.Communicate complex legal, operational, and programmatic matters clearly to both legal and non-legal audiences.Respond to customer inquiries and coordinate appropriate follow-up, research, analysis, and resolution.Escalate significant risks, issues, delays, or matters requiring government or senior leadership attention.Ensure customer concerns and feedback are incorporated into program operations and continuous improvement activities.Team Development & LeadershipProvide direction, mentoring, coaching, and professional guidance to assigned attorneys.Establish clear expectations for quality, productivity, professionalism, communication, and compliance with program procedures.Support onboarding and training of new attorneys and personnel.Identify training needs and coordinate development of guidance, reference materials, job aids, and other resources.Foster a collaborative, professional, and accountable team environment.Conduct or support performance evaluations and provide meaningful feedback regarding employee performance.Address performance, workload, or conduct issues in accordance with Kaiva policies and applicable contractual requirements.Promote consistent application of program procedures and standards across the attorney team.Reporting & DocumentationPrepare and review recurring and ad hoc program reports, briefings, status updates, and management presentations.Analyze program data to identify workload trends, performance issues, risks, and opportunities for improvement.Maintain appropriate documentation supporting program decisions, performance, quality assurance, and customer communications.Ensure program documentation and records are maintained in accordance with applicable requirements.Prepare executive-level summaries and recommendations for Kaiva and government leadership as required.Other ResponsibilitiesProtect sensitive, confidential, and proprietary information in accordance with applicable policies and procedures.Maintain current knowledge of relevant laws, regulations, policies, and legal developments affecting assigned program activities.Support program transition, startup, and closeout activities as required.Perform other related duties as assigned.Knowledge and Critical SkillsExtensive knowledge of legal research, analysis, case evaluation, regulatory compliance, and administrative or investigative review processes.Demonstrated ability to lead, manage, mentor, and evaluate attorneys performing complex legal and compliance-related work.Exceptional legal writing, analytical, problem-solving, and decision-making skills, including the ability to evaluate complex matters and legal work products.Strong knowledge of quality assurance principles and the ability to ensure accuracy, consistency, and compliance across program activities.Excellent verbal and written communication skills, with the ability to effectively communicate complex legal and operational matters to senior stakeholders and government customers.Demonstrated ability to manage competing priorities, workloads, deadlines, risks, and changing program requirements.Strong organizational and interpersonal skills, with demonstrated ability to build productive stakeholder relationships and implement process improvements.Proficiency with Microsoft Office and electronic case management, tracking, reporting, and data analysis systems; sound judgment when handling sensitive and high-impact matters.Education & Work ExperienceJuris Doctor (J.D.) from an accredited law school.Active bar membership in good standing in at least one U.S. jurisdiction.Minimum of eight (8) years of relevant legal experience.Minimum of three (3) years of experience leading, managing, supervising, or providing seniorlevel oversight of attorneys or other professional legal staff.Demonstrated experience conducting or overseeing legal analysis, investigations, compliance reviews, regulatory reviews, administrative reviews, case evaluations, or related legal activities.Experience managing legal, compliance, investigative, regulatory, or case-review operations preferred.Experience supporting federal government, regulatory, compliance, investigative, or administrative environments preferred.Demonstrated experience reviewing complex legal work products and providing substantive legal guidance.Demonstrated experience managing workload, deadlines, quality standards, and performance expectations for a professional team.Experience developing or improving operational procedures, quality assurance processes, performance metrics, or reporting mechanisms preferred.Experience communicating directly with government customers, senior leadership, or other executive-level stakeholders preferred.Certifications & LicensesActive bar membership in good standing in at least one U.S. jurisdiction.Additional professional certifications related to compliance, investigations, project/program management, or federal contracting are desirable but not required.Special RequirementsMust be able to obtain and maintain Public Trust level clearance.Must be capable of working in a government environment involving sensitive and confidential information.Must maintain professional conduct and independence consistent with applicable legal and ethical obligations.Work EnvironmentEmployee will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer-related noise levels, and typical office, paper, and equipment-related dust.
