Federal Human Resources Specialist - Senior Staffer

5+ years of Experience independently performing full lifecycle Federal staffing and recruitment including: job analysis, JOAs, qualifications reviews, certificates/referrals, job offers, and coding/processing personnel actions. Strong knowledge of OPM qualification standards, Federal staffing regulations, hiring authorities, and merit system principles. Experience using automated Federal staffing systems. Current Delegated Examining (DE) Certification preferred, but not required.

• Meet all Delegated Examining Unit and merit principles, excepted service appointments, veteran’s preference, and the Rehabilitation Act for recruiting and hiring.
• Assist with making changes and aiding managers by offering strategy, options and technical expertise concerning Federal rules, regulations and procedures for recruitment and filling vacancies, and maintain effective communication with managers to obtain hiring plan information, complete job analyses, core competency, selective placement factors, specialized experience, assessment, or job questionnaires.
• Assist in developing vacancy announcements using appropriate regulations and guides, e.g., USA Staffing Templates, Office of Personnel Management (OPM) and Excepted Service Qualification Standards. In addition, draft hiring waivers and job analysis, and prepare job opportunity bulletins.
• Assist in developing and coordinating Human Resources (HR) policies and procedures to ensure compliance with Federal regulations and for operational HR processes for Executive and non-Executive hiring programs to include quality control measures.
