Transportation Director

OVERVIEW Director of Transportation – Multnomah County, Oregon. The Director leads the Transportation Division, overseeing a workforce of more than 100 employees, both union‑represented and non‑represented, and manages an annual budget of $114,460,446. The Division is responsible for county roads, bridges (including the iconic Willamette River bridges), capital projects and operations across the County. Key Responsibilities Strategic Planning – Coordinate and implement long‑range transportation plans, County transportation system plan, safety action plan, asset management plan and capital improvement plan, while integrating the Multnomah County and DCS Strategic Plans into daily division workflows. Leadership – Hire, train & supervise staff including engineers, planners, surveyors and maintenance personnel; provide performance feedback, mentorship and development opportunities. Financial Management – Oversee the $114M+ budget, manage state and federal grants, collaborate with Finance on long‑term forecasting, and prepare and monitor the Division Budget for all capital projects. Compliance & Safety – Ensure that all operations comply with applicable state, federal and local laws, design manuals, ADA regulations, OSHA standards and other relevant regulations. Operations Oversight – Direct day‑to‑day operations of road maintenance, bridge maintenance, construction and bridge operations; exercise good judgment during emergency situations. Stakeholder Relations – Represent the Division to the Board of County Commissioners, community organizations and government agencies. Qualifications Required Minimum Qualifications Education – Bachelor’s degree in Transportation, Urban Planning, Public Administration or a related field; Master’s degree preferred. Experience – Six or more years of progressive management experience, including supervising staff, managing large‑scale budgets and overseeing multi‑year transportation or related projects. Preferred Qualifications Experience in local or state government with familiarity in public procurement, contracting, public records and meeting laws. Understanding of government budgeting and management of federal, state and/or local funds. Knowledge of asset management principles and the link between transportation systems and health outcomes for minority communities. Ability to interpret and apply federal, state and local laws and policies related to transportation planning, road design and traffic control. Strong communication skills for presenting to the County Board, state legislators, regional partners and staff. Capacity to negotiate complex issues with broad public policy implications and to maintain cooperative relationships with various stakeholder groups. Benefits Employer‑funded retirement savings plan.
