WHO WE ARE

Mason County Public Transportation Benefit Area, doing business as Mason Transit Authority (MTA), is a Public Transportation Benefit Area (PTBA) Authority, authorized in Chapter 36.57A RCW, located in Mason County, Washington. The service was approved by Mason County voters in November 1991, and MTA began providing public transportation in December 1992. The service area is all of Mason County, where road access is available, with connections to adjacent counties.

WHAT WE DO

MTA transportation services consist of Fixed Route local and regional deviated fixed routes, Worker/Driver commuter service to Puget Sound Naval Shipyard (PSNS) and Demand Response. These services are provided with diesel and hybrid 35' transit buses, cutaways, and vans. MTA is currently exploring alternatively fueled vehicles such as propane, hydrogen, and electric. Facilities include Johns Prairie maintenance base, the downtown Shelton Transit-Community Center, and a Belfair park and ride complex. MTA supports a network of park and ride facilities that are located throughout the County by managing and providing routine maintenance for locations owned by Washington State Department of Transportation (WSDOT), the County or others.

Mason Transit reserves the right to under fill this position with a Service Mechanic if we are not successful in identifying a candidate with sufficient qualifications to meet the requirements of the Mechanic classification. Those hired at the Service Mechanic classification will be given on-the-job training with the end goal of achieving Mechanic standing.

NATURE OF POSITION

Mason Transit is recruiting for a highly skilled Journey Level Mechanic to join the Maintenance team. Under the direction of the Lead Mechanic, the Mechanic will demonstrate knowledge of all mechanical, hydraulic and electrical systems. This position is required to diagnose and repair diesel, gas and alternative -powered vehicles; maintain consistent safety practices; perform preventive maintenance and routine service of all MTA owned vehicles and equipment in accordance with established Agency standards. Keeps knowledge relevant by acquiring and maintaining Master Transit Bus Technician ASE Certification.

  • Service Mechanic Salary Range - $30.71 - $ 34.12 per hour, Non-Exempt subject to FLSA requirements.
  • Mechanic Salary Range - $35.40 - $39.33 per hour, Non-Exempt subject to FLSA requirements.

Comprehensive benefits package includes : Mason Transit Authority offers an excellent benefit package which includes 95% employer paid Medical/Dental/Vision for employee and dependents, life, optional additional life, long-term disability, EAP, 11 paid holidays, vacation accruals based on years of service that begin at 3.69 hours per pay period (12 days per year), additional 1.69 hours of paid sick leave per pay period in addition to the required WA Paid Sick leave (total 12 days per year), two (2) 8 hour personal days per calendar year, three (3) days of bereavement leave per loss of immediate family member, Washington State Public Employees Retirement System (PERS) plan options, and optional Deferred Income (IRS 457 plans) retirement plans. This position is eligible for longevity premium beginning at the 5 year employment mark with MTA, ASE Premium pay of .25 per hour for each MTA approved test passed, up to a total of $2.00 per hour with possession of ASE Master Certification (available upon completion of probationary period), a personal tool allowance amount of up to $800 reimbursement per calendar year after completion of six-month probation period, and a $250 safety shoe allowance included in the first pay period upon employment. In addition, position is eligible per permitting circumstances inclement weather pay, meeting and training pay, and education assistance.

DISTINGUISHING CHARACTERISTICS:

Employees assigned to this class must exercise independent judgment in work methods and procedures with little supervision required. Incumbents are part of the team effort which provides support and assistance to drivers and are responsible for providing excellent customer service, responding to and resolving customer concerns and questions in a timely and effective manner.

ESSENTIAL DUTIES AND RESPONSIBILTIES:

  • Perform all preventative maintenance, troubleshooting, evaluation and mechanical repairs as required on all Agency owned or service-contracted vehicles.
  • Assist with parts ordering, processing invoices and maintaining inventory as necessary to accomplish the assigned tasks.
  • Diagnose, maintain and repair of complex mechanical, electrical, PLC, hydraulic and diesel systems.
  • Minor welding using gas or electrical methods.
  • Maintain diagnostic tools and software updates.
  • Complete maintenance forms and paperwork appropriately and accurately.
  • Coordinate with dispatch and drivers ensuring vehicle safety and readiness as needed.
  • Maintain documentation and files as required on all Agency vehicles and equipment.
  • Possess knowledge of the maintenance software program to ensure prompt preventative maintenance practices.
  • Conduct road tests to ensure MTA vehicles are maintained in a safe and serviceable condition.
  • Perform emergency roadside repairs.
  • Maintains a clean and orderly work area.
  • Contribute to the goals and objectives of the Maintenance Team, to include formulation and implementation of operational policies, procedures, and controls to ensure safe and efficient operational activities and adherence to established service, budgetary and customer satisfaction standards.
  • Recommend changes as warranted.

OTHER FUNCTIONS

  • Serve on committees, task forces and other work groups.
  • Perform other duties as assigned and any duties of a similar nature or level needed to make MTA an exceptional transit agency.
  • Assist and/or provide support to Service Mechanics.
  • Establish and maintain relationships with vendors and contractors and may be assigned special projects aligned with job responsibilities and description.
  • Assist with facility maintenance and repairs as determined by the Maintenance Manager or Lead Mechanic.

Requirements:

TYPICAL QUALIFICATIONS:

Knowledge of: applicable federal, state, and local laws, rules, and regulations; maintenance, routine servicing and repair of gasoline, diesel and alternative powered vehicles including buses, vans and automobiles; repair and maintenance of engines, transmissions, hydraulic systems, brakes, carburetors and fuel injection systems, electrical systems and drive trains; OSHA requirements for safe work practices; accident investigation techniques; equipment capabilities, limitations and safe operating characteristics.

Skill in: using a computer and related software applications; completing assigned work within prescribed timelines; communicating effectively both orally and in writing; establishing and maintaining cooperative and effective working relationships with others; maintaining records and preparing and submitting reports; and, analyzing situations effectively and adopting appropriate courses of action.

MTA employees must be willing to continue their education on the emerging technologies, alternative fuels, and the ever-changing landscape of electric, hydrogen, and alternatively powered buses. Mechanics will be provided with schooling and hands on training on an ongoing basis.

IMPORTANT INFORMATION:

  • ASE Master Certification: $2 per hour premium with possession of ASE Master Certification.
  • It shall be the employee's responsibility to renew or otherwise keep current all certifications/technical licenses for which they are receiving this pay and regularly provide this information to the Agency.
  • Tool Allowance: Upon completion of a successful probation, an annual tool allowance reimbursement of up to $800 per calendar year.
  • Safety Shoe Allowance: $250 with the first pay period upon hire.
  • Must successfully pass a background check.

This position is represented by the International Association Machinists and Aerospace Workers, District Lodge 160.

MINIMUM QUALIFICATIONS for Mechanic level classification:

Candidates must meet the following:

  • Possess ASE Master Certification in either Auto, Truck, School Bus or Transit.
  • Ability to obtain Transit Master Certification within 6 months of hire.
  • Three (3) years of journey-level mechanical work experience in transit, bus, or over-the-road coach maintenance. Experience must include at least one year of heavy duty diesel mechanic work experience or alternative fueled spark ignited engines. OR
  • Completion of a two (2) year diesel mechanic vocational course of study plus two (2) years journey-level mechanical work; OR
  • Certification earned from the completion of a four (4) year diesel mechanic apprentice program.
  • Possession of a set of hand tools and a roll away toolbox is required at the time of hire.
  • Must be available to work a variety of schedules, including holidays, days, nights, and/or weekends.

MINIMUM QUALIFICATIONS for Service Mechanic level classification:

Candidates must meet the following:

  • High School Diploma or equivalent (GED) and four (4) years experience in mechanical repair work on automotive or diesel equipment. Experience must include at least one year of heavy-duty or medium-duty diesel technician work experience. OR
  • Completion of a two (2) year Technician vocational course of study focused on automotive or diesel diagnostics and repair, plus two years of applied job experience.
  • Equivalent combination of education and experience may be considered.
  • Five years of experience in mechanical work on diesel and gasoline powered equipment and/or ASE Certified preferred.
  • Working knowledge of the geography of Mason County preferred.
  • Must be available to work a variety of schedules, including holidays, days, nights, and/or weekends.
  • Candidates who possess ASE Master Certification in either Auto, Truck, School Bus, or Transit, are preferred. All candidates must have ability to obtain Transit Master Certification on a timeline of a minimum 2 ASE tests per year until completed, then maintain certifications. Employees are reimbursed for registration and testing associated with ASE Certification after successful completion of the testing process.
  • Possession of a set of hand tools and a roll away toolbox is required at the time of hire.

MTA is a drug and alcohol-free workplace. This position is classified as safety-sensitive under MTAs Drug and Alcohol Policy and is included in random drug and alcohol testing program. Note: MTA is subject to requirements of the Federal Drug-Free Workplace Act and CFR Part 40 & 655, which prohibits the use of marijuana at any time while employed with MTA.

LICENSE REQUIREMENTS:

  • Must possess a valid Washington State driver license at time of application, with maintenance thereafter.
  • Five years licensed driving experience.
  • No moving violations within the past three years and no at-fault accidents within the last five years.
  • Must obtain a Class B Commercial License Permit (CLP) prior to hire.
  • Obtain a Class B Commercial Driver License (CDL) with air brake and passenger endorsement within six (6) months of hire, with maintenance thereafter. Training will be provided.
  • Must maintain acceptable driving record throughout employment.

Working Environment:

Duties are performed in both indoor and outdoor environments. Work is performed sitting at a computer, at a desk, or sitting, driving a van, truck, or bus. While outdoors, subject to adverse weather/traffic conditions, diesel fumes, equipment noises.

Physical Requirements:

The duties of this position require speaking, hearing, seeing, sitting, stooping, standing, walking, kneeling, crouching, crawling, and lifting or moving up to 40 pounds; use of hands to finger, handle, feel or operate equipment; reach with hands and arms. Occasionally required to climb or balance, kneel, crouch, or crawl. Physical effort is required to perform heavy manual labor in confined and cramped spaces. Work requires manual finger dexterity and hand-eye coordination to manipulate hand tools, power tools, and equipment. Work involves physical risk from mechanical and electrical equipment.
