Business Development Lead, Airborne ISR Products & Services

TSC is seeking a Business Development Lead (BDL) with a focus on business capture to support various programs and pursuits in Airborne ISR Products & Services. The role spans market assessment, forecasting opportunities, capture management, and proposal writing. The BDL will collaborate with Operations Managers, Program Managers, Technical Engineering Resources, and Pricing leads to assess, pursue, propose, and capture critical path awards aligned to the P&L’s business plan and focus areas. Responsibilities Work closely with the Director of Business Development, Program Managers, Operations Managers, and the Division Manager to support capture processes. Conduct prospective opportunity reviews and develop external engagement strategies. Collaborate on developing win themes, executing capture strategies, and leading assigned proposals. Track and record activities while gaining a keen understanding of the assigned P&L’s vision, mission, and technical focus areas within the first six months. Develop subject‑matter expertise in TSC’s AISR Products & Services domain, including past performance, existing capabilities, and future potential. Act as a thought‑leader during annual planning, growth, and strategy sessions. Identify new and emerging business opportunities aligned to Airborne ISR capabilities. Produce initial drafts of marketing materials, white papers, and presentations for prospective customer Decision‑Making Units. Analyze draft/final RFPs and guide Program Managers and Technical SMEs to deliver compliant, compelling, on‑time responses. Manage the assigned P&L’s opportunity pipeline, facilitate capture activity gate reviews, and manage action items. Develop and maintain key government and industry partnerships. Travel up to 50% focusing on prospective customers. Required Qualifications Bachelor’s degree in a relevant field or equivalent professional experience, including military service. Minimum 5 years of related experience in Airborne ISR solutions, products, or services with government or industry. US citizenship and eligibility to obtain and maintain a government security clearance. Formal certification, training, or degree in knowledge areas directly tied to business development or capture. Demonstrated ability to identify and initiate engagements with new prospective customers. Experience performing within cross‑functional, geographically separated teams to meet objectives. Experience in research, data assessment, and compiling written reports. Ability to gather and synthesize information from files, team members, and senior staff. Knowledge of FAR‑compliant proposal content and understanding of what it takes to produce initial drafts for white papers and presentations. Project or program management experience in business development, bid and proposal, or capture. Knowledge of business development and capture workflow milestones and gate reviews. Knowledge of government procurement, fiscal, and regulatory environments. Desired Qualifications 10+ years in FAR‑compliant business capture with direct experience in proposal workflows and content. Experience spanning Commercial, B2B, Government Prime Contractor, and Sub‑contractor capture. Subject‑matter expertise in Multi‑Int Surveillance and Reconnaissance. Previous pipeline or prospective business forecast data management. Proven proposal management acumen using industry methodologies. Experience with emerging technologies or tools that enhance capture, proposals, and win rates. Strong networking skills and a track record of winning new business capture opportunities.
