Visual Information Specialist

Summary This position is located in the Public Affairs office under the Office of the Director at the VA Eastern Kansas Healthcare System (VAEKHCS) and is responsible for a wide range of audiovisual products to include, but not limited to, photographic media, video production, audiovisual support, graphic design, management of the medical center's digital media platform, and management of the service's purchase card. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION MAJOR DUTIES: Develops, coordinates, and implements a vast array of media productions. Provides audiovisual support for large conferences and certain special events off station. Provides consultation and assistance with providers and educators to achieve service line goals Meets with clients to discuss their needs and expectations as they relate to the production of graphic products. Prepares signage, forms, charts, graphs, maps, and illustrations. Develops concepts for publications and presentation materials from rough diagrams and often vague guidelines that are provided by the client. Collaborates in planning sessions with clients and subject-matter experts in the creative use of images and devices to communicate ideas. Conceptualizes the broad approach of the project and works with the subject matter experts to translate into specific stylistic and narrative elements. Develops concepts for original and creative visual products for print publications and presentation materials from rough ideas, diagrams and vague guidelines provided by the customer. Produces a variety of materials, including the design and layout, for digital and print platforms such as infographics, brochures, flyers, fact sheets, forms, booklets, signage, vector art, charts and diagrams, reports, web banners, and PowerPoint presentations. Develops and incorporates graphics into reports, newsletters, annual reports, and other print and digital publications with an emphasis on responsiveness, timeliness, and accuracy. Establishes visual branding/standards. Provides photographic support for clinical, educational, research, studio portraits, patient physiological photography, historical documentation, and public affairs photojournalism. Uses existing equipment and other related processes to accomplish varied medical/general photographic assignments. Performs medical/biological documentation, to include patient and surgical photography, research documentation (entering information into electronic medical records), evidence photography, and employee/public relations assignments. Performs other related duties as assigned. Qualifications SELECTIVE PLACEMENT FACTOR: This position includes two Selective Placement Factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). The Selective Placement Factors for this position are: Experience independently planning, designing, and producing a wide range of visual information products (including newsletters, brochures, pamphlets, posters, banners, digital signage, photography, and video) using advanced multimedia technologies and computer-based graphic systems. AND Experience performing complex digital photography and video production, visual layout and design, and using industry-standard software to create accurate, visually engaging materials for education and communication within a health care setting. TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL, YOU MUST ALSO MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service. Specialized experience: operating and troubleshooting digital cameras and audiovisual equipment; creating and managing digital signage and visual displays; quickly learning new software and using computer systems to upload, track, and trend data related to visual projects; working directly with internal customers to understand communication needs and deliver high-quality visual products; and planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. NOTE: Your experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. This education must have been obtained at an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement. NOTE: Transcripts must be submitted by the closing date. Education cannot be credited without documentation. -OR- COMBINATION: An equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.
