About the Finance Division: The Finance Division provides accounting and budget services to DES and 40 smaller state agencies. What you will be doing: As the Director of Accounting Services, your role is pivotal in supporting the Chief Financial Officer (CFO) and the Department of Enterprise Services (DES). You will be responsible for delivering a comprehensive range of financial services, including accounts payable, accounts receivable, general accounting and payroll, and financial analysis to DES and 40 small agencies. Your mission is to ensure the seamless integration of financial practices, benchmark services, and provide strategic financial guidance to help DES operate efficiently and maintain competitiveness. In addition, you will lead and coach the Finance Division, aligning its efforts with the agency's goals, and sustaining and improving the accounting framework. Your strategic vision and ability to drive process improvements will be vital to the success and long-term viability of DES and the small agencies it serves. Moreover, your expertise in accounting principles, state regulations, and financial policies will be crucial in making sound decisions with far-reaching impacts. This role also involves collaboration with the Small Agency Financial Services Director to ensure alignment with DES's strategic objectives. Duties

Some of the duties include:

• Leadership and oversight for Accounts Payable, Revenue Management, Payroll, and General Accounting teams, and Technology Leasing team (44 FTEs).
• Manage and enhance the agency's complete accounting management framework, covering various areas, including general and cost accounting, payroll, accounts payable, revenue management, and internal controls.
• Develop and implement accounting processes and documentation to ensure accurate and timely financial transaction recording for DES and small agencies.
• Direct monthly and fiscal year close processes, including financial statement preparation for DES and 40+ small agencies.
• Ensure agency compliance with statutes, rules, policies, and GAAP.
• Play an active role in state-wide financial management initiatives and improvements.
• Provide guidance to executive management on policy issues affecting the agency's financial structure.
• Lead One Washington activities, offering recommendations and expressing concerns in respective forums.
• Support the agency's engagement with OFM and the legislature on fiscal matters.
• Collaborate with the CFO and Accounting Director to develop division strategies and monitor performance measures.
• Foster strong internal and external relationships.
• Promote lean leadership and continuous improvement in customer satisfaction, team satisfaction, and financial health, while handling additional special projects as needed.

Qualifications

Required Qualifications

• Bachelor's degree (or higher) from an accredited college or university involving major study in finance, business, accounting or public administration, which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting.
• Three (3) years of experience, managing a financial management organization and financial management professionals within state government or in a related field in private industry.
• Five (5) years of demonstrated experience in proprietary fund accounting/financial management in the government sector or experience in private-sector financial management.
• Experience and familiarity with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board standards.
• Demonstrated experience and competency in providing financial management support, analysis, and advice to managers of complex programs or business operations.

Preferred/Desired Qualifications:

• CPA certification is highly desirable. CMA or CGFM certification would also be desirable.
• Five (5) years of increasingly responsible experience, managing a financial management organization and financial management professionals within state government or in a related field in private industry.
• Seven (7) years of demonstrated experience in proprietary fund accounting/financial management in the government sector or experience in private-sector financial management.
• Financial management (accounting or budget) experience in a state government setting; Washington State government experience would be highly desirable, including an understanding of statewide accounting rules and policies, legislative process, and state budget development and decision-making processes.
• Experience in any of the following: Internal service fund management, capital budget and project accounting experience, cost accounting, cost allocation, operations research or decision science, rate or price setting, break-even analysis.
