Job Title: Substation Project Closeout Analyst Job Description

The Substation Project Closeout Analyst is responsible for managing the closeout of transmission and distribution substation capital projects after construction is substantially complete or the assets have been placed in service. This role involves updating project estimates and records using as-built information, preparing business reports, and maintaining complete project documentation while coordinating across various departments including Transmission Engineering, Supply Chain, Property Accounting, Project Management, Construction, and Compliance.

• Manage assigned capital projects and work orders through final closeout in accordance with applicable procedures.
• Close capital work orders after validating that financial, engineering, construction, and supporting documentation are complete.
• Maintain an accurate closeout tracker showing project status, outstanding requirements, responsible parties, and next actions.
• Resolve items preventing timely project closure and escalate unresolved risks when appropriate.
• Provide regular business reports on closeout status, outstanding items, project risks, and completed work.
• Update project estimates and closeout records using final as-built information, researching and resolving discrepancies.
• Review engineered drawings, Bills of Material, as-built information, construction changes, and supporting project records.
• Assist with reconciling installed, returned, transferred, salvaged, or unused project material.
• Coordinate closeout activities among multiple departments and establish productive working relationships.
• Conduct field visits to substations and project sites for physical verification, adhering to safety requirements.
• Prepare routine and ad hoc reports related to project closeouts, financial variances, aging work orders, and documentation.

• General knowledge of electrical substations, equipment, and materials.
• Ability to compare Bills of Material against engineered drawings.
• Understanding of FERC and company accounting policies.
• Ability to read and interpret engineering drawings, construction documentation, estimates, and project records.
• Proficiency in Microsoft Excel, Word, Outlook, PowerPoint, Teams, and other Microsoft Office products.
• Strong analytical, investigative, and problem-solving skills.

• Two-year degree from a technical school or university, or significant related work experience.
• Bachelors degree in Accounting, Business, Engineering, Engineering Technology, Construction Management, Project Management, or a related field is preferred.
• Previous experience supporting or managing transmission or distribution capital work orders.
• Experience in transmission or distribution property accounting.
• Experience supporting electric utility, engineering, construction, project controls, or capital project closeout activities.
• Experience reviewing project estimates, actual costs, transaction data, or financial variances.

The position could offer flexibility, but initially will be located at the Energy Center just outside Birmingham.

This is a Contract position based out of Birmingham, AL.

The pay range for this position is $30.00 - $40.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.

This is a Contract position based out of Birmingham, AL.

This position is anticipated to close on Oct 30, 2026.
