Position Summary

This position will work with our internal accounting team to support a potential housing authority (HA) client. This position requires onsite and virtual fee accounting services. The services shall be provided with regard to the Housing Authority's existing low-rent public housing program (4 sites under management); Voucher/Project Based Program (868 units); Capital Fund, Debt Leveraging Program, Replacement Housing factor funds, State Programs, and Local Programs.

Position Requirements

• Establish and maintain on a regular basis the books of account and records off the public housing authority, in accord with the procedures outlined by the U.S. Department of Housing and Urban Development (HUD).
• Prepare journal vouchers, monitor inventory records and controls.
• Monitor required internal controls with regard to costs and finances.
• Review and monitor Capital Fund reports as submitted by HUD.
• Prepare mid-year and year-end financial statements for submission to HUD and other responsible parties, as required, including electronic submission to HUzD of the year-end unaudited statements.
• Prepare budgets and revisions as needed (State and Federal).
• Review monthly Financial Statements of costs as related to budgets.
• Provide NBHA with guidance and instruction on day-to-day fiscal operations, as needed.
• Review and oversee the HA's investment portfolio and cash records.
• Review the Section 8 Housing Choice Voucher (HCV) and Public Housing files to ensure compliance with HUD Rules and Regulations (including the Section 8 Management Assessment Program).
• Prepare year-end adjustments to the books of the HA in order to be in compliance with Generally Accepted Accounting Principles, (GAAP).
• Prepare work papers and review all grant administered by the HA.
• Prepare year-end work papers and be available to meet with the HA's independent auditor.
• Monitor Section 8 funds to ensure the HA is properly leased.
• Prepare and submit quarterly Section 8 submission to the Voucher Management System (VMS).
• Review Public Housing and Section 8 checks to verify quarterly endorsements with W9's on file with the HA.
• Review submissions to HUD of quarterly and annual report for Debt Leveraging Program.
• Provide guidance regarding accounting matters as they relate to the HA's redevelopment authority activities and budgets.
• Provide advice and guidance for the implementation of a project-based accounting system to ensure compliance with HUD rules and regulations.
• Attend meetings, as requested.

Required Education and Experience

• Bachelor's degree in accounting, finance, or related field.
• At least 5+ years' experience with Public Housing Authorities needs and relevant HUD, Section 8 Program and other rental/housing programs.
• CPA or CGFM is preferred.
• Proficient with applicable standards (i.e. GAAP, FASB), rules, regulations, and systems of internal control.
• Demonstrate intermediate to advanced skills and knowledge of Excel, as well as other Microsoft Office applications.
• Provide accurate, timely, and relevant recording, reporting, and analysis of financial information.
