Senior Development Project Manager

Senior Development Project Manager – Building Division The City of Sacramento’s Community Development Department seeks an experienced Senior Development Project Manager to facilitate and oversee high‑profile, time‑sensitive, and complex development projects. The role involves developing policies to streamline review processes, handling new program initiatives such as the Climate Action & Adaptation Plan, the New Building Electrification Ordinance, and Homelessness initiatives, and supervising a team of lower‑level staff under the direction of the Principal Development Project Manager. Responsibilities Review proposed project concept plans, addressing environmental, planning, and infrastructure issues. Facilitate processing of planning, building, and development reviews and approvals. Serve as the primary source of information for development customers, business owners, and non‑profit organizations regarding appropriate locations for development, redevelopment, business development, and district formation projects. Market properties for development and make presentations to City Council, community groups, the media, and stakeholders. Conduct project feasibility analyses, develop policy reports, and assist City Council with information and recommendations. Co‑ordinate projects with other City departments and external agencies, manage consultant and contractor contracts, and oversee the formation, renewal, and administration of special districts. Apply local, state, and federal laws applicable to development activities, monitor legislation, and recommend City Code modifications. Coordinate project financing, approve fee‑funded infrastructure and facilities, and develop revenue and expenditure budgets for special financing districts. Lead the calculation of special tax and assessment levies and manage submission to the County. Supervise, train, and evaluate lower‑level staff as required. Provide exceptional customer service and handle related duties as needed. Qualifications Knowledge of Economic development principles, practices, and implementation, including community and business development, real estate development, redevelopment, international trade, and local government financial incentives. California redevelopment law, CEQA, planning entitlement processes, zoning ordinances, and building codes. Urban studies and public policy implications. Current market trends in real‑estate development and real‑estate finance. Public administration, public policy analysis, economics, and marketing. Urban and regional design, planning, and construction principles. Statistical analysis, project/problem resolution, and team‑building. Leadership and supervision practices. Skill in Use of modern office equipment and software. Effective problem solving. Project and process management. Meeting facilitation. Providing excellent customer service in multidisciplinary teams. Ability to Exercise sound judgment in a politically sensitive environment. Coordinate and lead subordinate personnel. Establish and maintain collaborative relationships with employees, development officials, and the public. Communicate clearly in writing and orally, preparing concise reports. Analyze complex data and develop appropriate solutions. Present and explain economic development issues to City Council and the public. Make sound decisions and meet critical deadlines. Facilitate consensus and issue resolution. Exercise effective leadership. Experience Four (4) years of professional‑level experience in project management, economic development, redevelopment, business development, private development, district formation, or a closely related field. Education Possession of a bachelor’s degree from an accredited four‑year college or university. Additional qualifying experience may substitute for the required education on a year‑for‑year basis. Proof of education such as transcripts and diplomas is required at the time of appointment if education is used to qualify for this position.
