Full Time - Benefits Administrator Pay Rate: $30.00‑$34.50 per hour. This is a good‑faith estimate of the hourly wage range for this position, which may be higher based on experience, training, education, and market conditions. Summary Responsible for assisting with compliance for the organization’s employee benefit programs for 200+ full‑time employees. Assists with day‑to‑day administration of health and welfare benefits, new employee enrollments, benefit orientation, invoice reconciliation, deduction entry, and coordination of annual open enrollment. Manages retirement plan enrollment for up to 1,500 employees and supports annual audits. Administers mandated leaves of absence, including FMLA, CFRA, and PDL. Responsibilities Coordinate and administer employee benefits programs (medical, dental, vision, life insurance, AD&D, FSA, dependent care) and manage day‑to‑day processes such as new hire enrollments, qualifying life events, open enrollment, and terminations, ensuring timely and accurate updates in HRIS systems, carrier portals, BCC, and CalPERS databases. Coordinate annual open enrollment activities including employee communications, vendor coordination, benefit orientations, and enrollment support. Serve as primary contact for employees regarding benefit eligibility, coverage, enrollment, and claims issues. Assist with administration and compliance of retirement programs (CalPERS pension, 403(b), 457(b), deferred compensation), coordinate with financial advisors and plan administrators, support reporting requirements, and gather documentation for audits. Reconcile monthly carrier invoices, resolve discrepancies, and ensure accurate payroll deductions. Manage the tuition reimbursement program, tracking participation, verifying eligibility, and maintaining documentation. Conduct periodic audits of benefit records, enrollment data, and dependent eligibility to ensure accuracy, compliance, and plan integrity. Maintain confidential benefits records in accordance with retention and privacy requirements. Participate in AOA and CSURMA/AORMA benefits meetings and assist with benefit‑related recommendations and communications. Ensure compliance with federal and state benefits regulations (ACA, COBRA, HIPAA, ERISA) and assist with preparation of ACA processes, eligibility tracking, measurement periods, and Form 1095 documentation. Prepare reports, data analyses, and supporting documentation for audits, renewals, and actuarial reviews. Monitor benefit‑related legislative and regulatory updates and communicate changes to leadership. Administer and track leaves of absence (FMLA, CFRA, PDL, ADA accommodations, and other statutory leaves) and maintain records in UKG. Communicate leave rights, responsibilities, timelines, and documentation requirements to employees and managers. Coordinate benefits continuation, return‑to‑work processes, and workplace accommodations with management and HR leadership. Maintain confidential leave records in accordance with retention and privacy requirements, including HIPAA. Maintain consistent compliance with all company policies and federal, state, and local laws and regulations, including employment, safety, and health. Perform additional duties as assigned. Qualifications Associate degree in Human Resources, Business Administration, Public Administration, or a related field, with at least two (2) years of progressively responsible experience in benefits administration, human resources, payroll, leave administration, or a related field. A bachelor’s degree is preferred. Working knowledge of employee benefits administration, including health and welfare plans, retirement plans, COBRA, ACA compliance, and leave administration (FMLA, CFRA, PDL, ADA). Knowledge of California employment laws and regulations affecting benefits administration is preferred. Professional HR certification (PHR, SHRM‑CP, or equivalent) is preferred. CEBS, CBP, or related benefits certifications are desirable. Strong organizational, analytical, and customer‑service skills with demonstrated attention to detail and the ability to manage multiple priorities effectively. Professionalism, discretion, sound judgment, and ability to maintain confidentiality. Proficiency with Microsoft Office Suite, Google Workspace, and HRIS systems, preferably UKG. Business‑level English proficiency; bilingual Spanish skills are preferred. Strong mathematical, analytical, and problem‑solving skills. Strong reasoning, critical‑thinking, and decision‑making abilities. Sufficient manual dexterity to operate standard office equipment and software applications. Effective verbal, written, and electronic communication skills. Background Check A background check will be conducted after a conditional offer of employment is extended and accepted. The check will include verification of education and employment histories, criminal records, national sex offender registry check, and references. Additional checks (credit report, motor vehicle report, professional license verification) may be conducted based on the nature of the position.
