SECURITY SPECIALIST

Commander, Navy Installations Command

Summary

You will serve as a GG-0080-13 Security Specialist at NAVAL INTELLIGENCE ACTIVITY in Arlington, VA, where you will be responsible for analyzing, interpreting, recommending, and/or implementing the supplemental Sensitive Compartmented Information (SCI) security policies of the Director of Naval Intelligence/Naval Intelligence Activity/Special Security Office for a wide range of security disciplines.

Duties

Help

  • You will coordinate and recommend new policy, plans, and procedures designed to increase effectiveness and adequacy in response to emerging trends and matters of national security.
  • You will identify and evaluate new and/or revised policy changes, trends, issues, and advise senior level officials on their impact.
  • You will provide support to the command in the coordination and preparation of national disclosure policy inputs and responses to inquiries and reports.
  • You will conduct security administrative duties to include providing support in the execution of Preliminary Inquiry Reports of security violations, processing Periodic Reviews, message traffic handling, E-Qip, and DISS database management.
  • You will participate in the curricula development and delivery of Security Education and Training Awareness (SETA) material for instruction and briefings.
  • You will prepare instructions and other material regarding a wide range of security programs, including SCI, Special Access Programs, polygraph, technology transfer, and/or security administration, in accordance with deadlines and assignments.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Travel required (within/outside U.S.).
  • This position is designated as a Security Professional Education Development (SPeD) position with a Security Fundamentals Professional Certification (SFPC) requirement. See Additional Information section for more information.
  • Must have the ability to climb ladders, bend, twist and crawl along floor ways and under deck plates and equipment.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statue, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GG/GS-12) or pay band in the Federal service or equivalent experience in the private or public sector, such as:

  1. Conducting physical, technical, and industrial security inspections and effectively applying requirements for the protection of Sensitive Compartmented Information (SCI) assets.
  2. Applying SCI personnel security principles and methods to process investigations and policy reviews.
  3. Managing and maintaining SCI personnel and physical security databases.
  4. Developing and administering SCI security training and briefings.
  5. Demonstrating the ability to deliver high-quality products and services with commitment to continuous improvement.
  6. Effectively representing the organization to both internal and external customers with excellent written and oral communication skills.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.

The ideal candidate will possess skills to manage the complete lifecycle of SCIF construction, ensuring compliance with ICD 705 and associated ICSs.

Recruitment incentives may be authorized to eligible new hires.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

This position is part of the Department of Defense (DoD) Security Professional Educational Development (SPeD) certification program. The SFPC is a DON baseline certification for security workforce employees that support/execute security programs that focus predominantly on the protection of, or vetting the access to, sensitive and/or classified information.

The incumbent must obtain certification within 24 months of assuming the position. SPēD certification/s must be maintained and undergo renewal process every two years in accordance with SECNAVINST 5500.38. Failure to obtain and maintain this condition of employment could result in disciplinary action and/or removal from employment.
