About the Role

Permits gate the schedule — your job is to make sure they never do. As Environmental & Permitting Manager, you own the environmental permitting strategy and compliance program that clears the way for Solx's manufacturing expansion, from site prep through construction and startup. You will map the full permitting pathway, secure every approval on time, and keep the project compliant with Puerto Rico and federal environmental requirements.

This is a hands-on role for someone who has carried permitting on the critical path of large industrial projects and knows how to work with regulators, consultants, and construction teams to keep a project moving. You will manage the environmental consultants and counsel who prepare the applications and studies, and coordinate closely with the civil, EHS, and process-technology teams. You will report directly to the Project Manager.

Core Responsibilities

• Develop and own the environmental permitting strategy and schedule for the project, keeping permits off the critical path.

• Secure and maintain the full permit set — air (construction and operating), water and wastewater discharge/pretreatment, construction and industrial stormwater (SWPPP), hazardous-materials and hazardous-waste, and any coastal, wetlands, or land-use approvals.

• Manage relationships with Puerto Rico's environmental and permitting agencies (e.g., DNER/DRNA, OGPe) and the U.S. EPA.

• Direct the environmental consultants, engineers, and legal counsel who prepare applications, studies, and regulatory reports.

• Lead environmental due diligence and site assessments (Phase I/II ESA) for the site, and coordinate any remediation.

• Ensure construction activities comply with environmental permits and best practices — erosion and sediment control, spill prevention, dust, and noise.

• Build the compliance program — monitoring, reporting, recordkeeping, and inspection readiness — for construction and startup.

• Coordinate hazardous-materials and process-chemical/gas permitting with EHS and the process-technology team.

• Track regulatory changes and manage agency inspections, comments, and permit conditions.

• Report permitting status, risks, and schedule impacts to the Project Manager, and support government and community engagement on environmental matters.

What You'll Work On

The scope of this role spans the full environmental pathway for a high-tech manufacturing build-out, including: permitting strategy and scheduling, air and water/wastewater permits, stormwater and hazardous-waste compliance, environmental due diligence, construction-phase compliance, and the reporting program that carries into operations.

• The complete environmental permitting pathway for a multi-gigawatt manufacturing campus in Puerto Rico.

• Air, water/wastewater, stormwater, and hazardous-waste permits across Puerto Rico and federal jurisdictions.

• Environmental due diligence and any remediation coordination on the site.

• Construction-phase environmental compliance — erosion control, spill prevention, dust, and noise.

• The compliance, monitoring, and reporting program that transitions into operations.

Required Qualifications

• 10+ years in environmental permitting and compliance for large industrial or manufacturing projects.

• Deep, hands-on experience securing air, water/wastewater, stormwater, and hazardous-waste permits.

• Proven track record carrying permitting on the critical path of capital projects of $50M+.

• Working command of federal environmental frameworks (Clean Air Act, Clean Water Act/NPDES, RCRA) and how they are administered.

• Experience managing environmental consultants and engaging directly with regulators.

• Bachelor's degree in Environmental Engineering, Environmental Science, or a closely related discipline.

• Strong organizational and stakeholder-management skills, with the ability to keep a fast-moving schedule compliant.

• Willingness to be based on-site in Puerto Rico with regular presence at agencies and the construction site.

Preferred Qualifications

• Bilingual English/Spanish — strongly preferred given direct interface with Puerto Rico agencies.

• Direct experience permitting in Puerto Rico with local agencies (DNER/DRNA, OGPe) and U.S. EPA Region 2.

• Experience with brownfield or former-industrial sites, including ESA and remediation.

• Experience permitting semiconductor, solar, battery, or other chemical-intensive manufacturing (process gases and chemicals, air emissions, wastewater).

• PE, CHMM, or comparable professional certification.

Essential Functions & Physical Requirements

• Walk active construction sites and uneven terrain to observe conditions and verify compliance, in outdoor conditions and varying weather.

• Work around heavy equipment, moving machinery, dust, noise, and construction hazards.

• Use standard personal protective equipment (PPE) as required on the construction site.

• Travel to regulatory agencies, laboratories, and project sites as required.

• Occasionally lift and carry materials or equipment, typically up to approximately 25 lbs.
