The current vacancy is in the Shasta County Health and Human Services Agency Administration Branch. Oral exam is tentatively scheduled for September 2026. See "Special Requirement" section regarding possession of a valid California driver's license and active current registration with the California Board of Behavioral Science Examiners. This position is in the United Public Employees of California – Professional bargaining unit. Please refer to the applicable bargaining unit labor agreement (Memorandum of Understanding) for potential future salary increases: Shasta County Labor Agreements.

The salary range consists of six (6) salary steps, with approximately 5% between each step. Newly hired employees are appointed at Step A of the assigned salary range. Employees are eligible for a merit-based salary increase from Step A to Step B after six months of satisfactory service. Thereafter, employees may be eligible for annual merit-based step increases, beginning one year from the Step B effective date, until they reach the top step of the salary range.

The Shasta County Health and Human Services Agency partners with the community to protect and improve the health and wellbeing of Shasta County residents. The Administration Services Branch includes the HHSA Director's office, Contracts, Asset Management, Fiscal, Financial Audits and Control, Medical Billing, Payroll, Community Relations and Education, Staff Development, Internal Accountability, Compliance, and Performance, Privacy and Security, Safety, Technology, and Administrative Hearings and Civil Rights. Each of these groups support the branches to help them achieve their goals.

The current open position exists within the Administration Branch of the Health and Human Services Agency, specifically within the Quality Management Program. This position is not a direct clinical services position. In the non-direct clinical service setting, under general supervision, to provide clinical and administrative functions that support the documentation and delivery of high-quality treatment services to seriously emotionally disturbed adults and children and to do related work as assigned.

Mental Health Clinician II applicants should have the education/experience necessary to provide professional rehabilitative, case management, counseling, and medically necessary treatment services to seriously emotionally disturbed adults and children; and to perform related work as assigned.

The ideal candidate for the Quality Management Program will work well in a team environment and be able to handle multiple projects with different competing priorities effectively. Strong communication skills, including interpersonal skills and public speaking, are highly desirable. Experience with providing services for children and adults with severe mental illness; utilization review of mental health treatment services; interpretation of local, state or federal regulations; writing policies & procedures; or providing group trainings would also be beneficial.

Examples of Essential Duties

Duties may include, but are not limited to, the following:

Performs case management and rehabilitative treatment services with seriously emotionally disturbed adult or child clients and their families; develops treatment plans; gathers data relative to client's personal, social, and emotional history by interviewing client, relatives, friends, teachers, and employers; prepares social case histories with particular emphasis upon psychosocial factors affecting the client; participates directly in individual therapy and group therapy programs for children, adults, and families; coordinates with other team members and with community agencies in carrying out treatment plans; interprets and explains to clients, relatives, and community groups the social and emotional factors related to emotional disorders. Attend staff conferences; team meetings; in-service training sessions; and continuing education or required training sessions. Maintains documentation of biopsychosocial rehabilitative services and assessment of mental health clients.

Qualifications

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Principles, procedures, techniques, trends, and literature associated with biopsychosocial rehabilitation; documentation standards associated with public and private reimbursement systems and Federal financial compliance; and scope and activities of public and private health, social service, and law enforcement agencies.

Ability to: Apply the principles of biopsychosocial diagnosis and treatment planning; establish and maintain the confidence and cooperation with an interdisciplinary team; maintain an objective and empathetic understanding of mental illness, be tolerant, use tact, and maintain emotional stability; and establish and maintain cooperative working relationships with staff, mental health, health, and social services professionals, contract providers, County and State representatives, consumers and their family members, community groups, and the general public.
