The Harford County Public Library offers a competitive compensation and benefits package. Starting wage, depending on candidate qualifications, is between $54,795 and $67,910. This position is eligible for the following benefits: deferred compensation 457(b) retirement plan, pension plan, medical, dental and vision plans, employee assistance program, voluntary benefits, paid time off and more.

Position Summary:

The Cultural Arts and Community Outreach Coordinator plays a dual role in advancing arts engagement and community connection across Harford County. This position is responsible for:

• Coordination of the Harford County Cultural Arts Board

Leading and managing arts-related programming and grant activities on behalf of the Harford County Cultural Arts Board. This includes promoting the arts through inclusive events, overseeing regranting efforts, applying for grants, developing exhibits and other cultural arts opportunities, and strengthening partnerships with local artists and arts organizations.

2. Community Outreach and Engagement

Coordinating community outreach initiatives to ensure Harford County Public Library is actively engaged and well-represented throughout the community. This includes building relationships, participating in local events, and promoting library services and programs to diverse audiences.

Essential Duties:

1. Program & Grant Coordination:

• Manages the development and implementation of Cultural Arts Board programs and services.

• Administers regranting processes, including application management, communication with grantees, compliance monitoring, and reporting requirements.

• Coordinates the review and approval process for annual grants in partnership with the Cultural Arts Board and state partners.

• Identifies, researches and applies for external grant opportunities to expand and enhance cultural arts initiatives in Harford County

• Plans, organizes, and hosts cultural arts events such as exhibits, artist receptions, and community showcases to promote engagement and visibility.

2. Outreach & Community Engagement:

• Coordinates outreach activities for the library system, including special events, exhibits, performances, and artist-in-residence programs.

• Develop partnerships with local schools, arts organizations, and community groups to expand awareness about arts programs and library services in the county.

• Represents the Cultural Arts Board and the library at community events, public forums, and state-level meetings.

3. Administrative & Operational Support:

• Maintains records, budgets, and documentation in compliance with local and state reporting requirements.

• Prepares reports in support of HCCAB activities, and in compliance with state, local and Library Board of Trustees.

• Prepares materials and updates for the Cultural Arts Board and its meetings to include scheduling HCCAB meetings and supporting the Board.

• Provides technical assistance to artists and organizations regarding grant applications and eligibility.

4. Marketing & Promotion:

• Collaborates with the Library's Communications and Marketing team to promote cultural arts and library programs through a variety of platforms, including print materials, digital campaigns, email newsletters, and social media.

• Supports the development of engaging outreach materials such as flyers, brochures, press releases, event signage, and digital graphics tailored to diverse audiences.

• Maintains and updates relevant webpages and online event listings to ensure accurate, timely, and appealing content.

• Assists in creating promotional campaigns for key initiatives, special events, grant opportunities, and arts programming.

• Coordinates photography, video, and other media documentation for events to support storytelling and visibility.

• Tracks and analyzes promotional reach and engagement using available tools (e.g., social media analytics, email open rates) to inform future marketing efforts.

Standard Functions:

• Serves on committees and participates in workshops, seminars and training as requested.

• Represents the library at various outreach activities.

• Notifies Supervisor with suggested ways to improve the efficiency and effectiveness of procedures and system-wide goals and objectives.

• Maintains good public relations with the community through contacts with public officials, community leaders, volunteers, Friends of the Library, and the general public.

• Learns new skills and technologies to retain proficiency in areas of expertise.

• Demonstrates reliability, accountability, and punctuality in all aspects of work; consistently follows through on commitments and meets deadlines.

• Maintains a positive and friendly and cooperative attitude and provides consistent customer service.

• Upholds all library policies and procedures as defined in the Library's policies and procedures manuals.

• Performs other duties as assigned.

Minimum Requirements:

• Bachelor's degree in arts administration, public administration, library science, communications, or related field.

• Three or more years of experience in program coordination, arts management, or community outreach.

• Experience with developing and maintaining a budget, managing funds, financial audits and negotiating vendor contracts.

• Grant administration experience to include writing grant proposals, tracking, monitoring, and dispersing grant funds.

• Experience with special event planning and presenting programs to targeted audiences.

• Computer technology skills and experience include presentation, word processing, spreadsheets, databases, internet and social media.

• Ability to obtain and maintain a favorable a criminal background check.

• Ability to provide documentation of valid driver's license with no more than 3 points.

• Ability to work day, evening and weekend hours.

Knowledge, Skills and Abilities:

• Proven experience working with a volunteer and/or nonprofit board of directors;

• Attention to detail with good organizational and planning skills;

• Effective communication skills, including excellent writing and proofreading;

• Ability to effectively work collaboratively with other staff and others in the community to achieve the goals of the Cultural Arts Board;

• Ability to maintain strict confidentiality in all matters;

• Ability to prioritize, multitask and work on several projects at one time;

• Ability to operate relevant computer systems, including hardware and software, and standard office equipment;

• Ability to create and maintain website content and social media;

• Ability to maintain accurate and timely record keeping, including financials and special reports;

• Ability to be adaptable, flexible, and patient with customers and staff;

• Team player and skilled in working collaboratively;

• Ability to travel throughout the county;

• Prior experience with exhibit curation a plus.

Reporting Relationship:

This position reports to the Philanthropy and Community Engagement Director. Does not supervise staff. May supervise volunteers.

Work Environment:

• Work requires occasional physical effort in handling of light materials, up to 30 pounds, in non-strenuous work environment. For example, set up and take down of tables, chairs or other equipment for meetings or events, pushing/pulling of library carts.

• Environment includes moderate noises (i.e. an office with conversations, photocopiers, and/or computer printers).

• Requires sitting and use of computer and keyboard for extended periods of time.

• Observes safe work place practices with uncluttered workspace, including office equipment, avoidance of trips and falls, proper lifting techniques and following fire regulations.

• Ability to travel to branch/outside locations is required.

Work Week:

Primary work schedule consists of weekday shifts but also requires evening and weekend hours.
