ESSENTIAL DUTIES:
- Regular attendance is an essential function of this position.
- Under the direction of the Chief Procurement Officer, determines the most appropriate methods of purchasing to comply with state laws and relevant County policies.
- Responsible for all RFPs, Bids and Contracts within Lea County. Responsible for knowing and implementing all state purchasing requirements.
- Responsible for all oversight concerning procurement and purchasing including but not limited to emergency procurement, sole source and statewide price agreements.
- Approves purchase order requisitions and assigns purchase order numbers.
- Obtains or directs the obtaining of quotes on purchases in accordance with County policy.
- Review, audit and oversee monthly credit card statements.
- Maintain accurate procurement and purchasing records in accordance with County, state, and federal policies and guidelines.
- Must be familiar with fixed assets, general ledger, budgets, and budget balances.
- Will be required when directed to assist with and/or perform duties of other department employees.
- May be required to prepare financial-related resolutions.
- May be required to work irregular hours, attend job related meetings, and perform all duties with minimal supervision.
- The duties of the Buyer are not limited to those set forth above. The employee will perform any and all duties as assigned by a supervisor consistent with expertise and ability.
MINIMUM QUALIFICATIONS:
Education:
- High school diploma or GED required.
- Experience with State of New Mexico Procurement and Lea County Policy and Procedures
Experience:
- 2 years of experience in administrative or clerical function.
Certifications, Skills and Licenses:
- Valid New Mexico driver's license.
- Notary Public preferred.
- Ability to communicate orally and in writing in English.
- Knowledge of word processing, spread sheet and accounting computer programs.
- Knowledge of and ability to apply the Public Purchases Act and other relevant rules and policies.
- Public Procurement Buyer or Public Procurement Officer Certification or ability to obtain it preferred.
Physical Functions/Requirements:

- Ability to sit for up to four hours at one time and up to eight hours total per day, with an opportunity to stand and walk intermittently throughout the day.
- Ability to crouch, kneel and/or bend as necessary to perform essential duties.
- Ability to work with arms bent for up to four hours at a time and up to eight hours per day.
- Ability to push/pull with arms with a force of 5 lbs. periodically.
- Ability to lift items weighing up to an estimated 20 pounds to waist level frequently, and to eye level or overhead occasionally.
- Ability to grasp and manipulate objects as needed to perform essential duties such as writing, depressing buttons, switches and instrument keyboard components, and similar duties.
- Ability to drive a vehicle with automatic transmission occasionally.

- Must be able to understand and follow oral directions and instructions.

- Must be able to organize and plan own work activities in an efficient manner.

- Must be able to establish and maintain effective working relationships with associates, vendors and members of the public.
- Must be able to use tact and courtesy in working with a wide range of individuals, including the public, sometimes under tense circumstances.
- Must be knowledgeable of relevant traffic laws and regulations.
- Must be able to read and understand such items as technical journals, computer printouts, catalogs, bids, proposals, financial reports and similar documents.
- Must be able to organize and plan own work activities, as well as those of at least one other employee, in an efficient manner.
Other:
- Ability to perform essential duties and adapt to working conditions.
- No history or pattern of reckless driving, DWI or irresponsible driving in the last five years.
- No history of felony or misdemeanor convictions involving moral turpitude, violence, distribution of controlled substances, or dishonesty.
WORKING CONDITIONS :

- Performs work mainly indoors.
- Normally is not exposed to temperature extremes, noise factors, vibrations, except those associated with normal operation of office equipment.
- Works primarily on even carpeted or tiled surfaces which are normally dry. May on occasion be wet or slippery.
- Required to use stairs, elevator or escalator during performance of essential duties. Exposed to normal driving hazards.
- Work is conducted primarily during daylight hours.
- Generally, works with one or more people in a select group, but may work alone with minimal supervision, or occasionally as part of a larger group.
- Attend training courses and conferences in different areas of the state.
