Supportive Housing Program Coordinator

Job Objective Assist with the administration oversight for the two Permanent Supportive Housing Programs in the Kansas City area. Responsible for oversight and day-to-day operations, program development, and staff supervision. Essential Functions This job description should not be interpreted as all inclusive. Program Leadership & Strategy Lead the overall implementation and execution of the two PSH programs. Ensure strong fiscal stewardship, financial controls, reconciliation processes, and compliance with HUD funding requirements. Develop and maintain program goals, work plans, performance metrics, and operational strategies. Ensure alignment between program operations, community needs, and funder expectations. Implement and administer contracts and leases for housing and support services. Revise program written material as needed. Facilitate cross-sector collaboration among nonprofit organizations, other service providers, and government agencies. Administrative Supervision Authorize and request approval for purchase of supplies and equipment. Conduct orientation and training for program staff and volunteers. Develop corrective action plans to address job performance issues. Document supervision contacts. Provide direct supervision of all program staff and volunteers. Recruit, interview, and make recommendations for hiring and termination of Program staff Information Management Compile monthly program statistics and reports for submission to the KCAC Housing Services Manager. Complete bi-weekly payroll report on self and program staff. Complete HUD Personal Activity Report on self, review all staff reports, and ensure timely submission to Housing services manager. Review case management statistics, HUD Annual Performance Reports, client financial assistance reports, CaseWorthy reports, and program case notes. Review monthly financial statements for accuracy and adherence to program budget. Quality Assurance Prepare reports and monitor as required. Review program service components annually to evaluate effectiveness. Monitor HUD performance measures and make necessary programmatic changes to increase participant and program success. Prepare materials for and participate in Territorial Program Reviews. Monitor compliance with The Salvation Army Program Standards. Investigate grievances, incident reports, and violations of program participant rights and professional ethics. Review all program participant files quarterly for completeness and adherence to regulations governing case files. Provision of Housing Services Conduct ongoing and specific outreach and marketing strategies to recruit landlords. HS Establish and maintain relationships with landlords and property management companies. HS Ensure HUD required inspections are completed and Housing Quality Standards are met. Submit scattered site Lease Agreements to housing services manager for review and approval Review incident reports related to landlord and tenant complaints to ensure situations are effectively resolved. Ensure move out inspections are completed on all units. HS Be available for guidance and input during off hours in the event of a program emergency. Agency and Community Networking Attend agency and community meetings as required and requested. Conduct monthly staff meetings. Conduct monthly supervisory meetings with program staff. Attend supervisory meetings with the KCAC Housing Services Manager. Maintain regular and ongoing participation in community outreach and efforts to address homelessness. Enter into and maintain MOUs with other service providers. Participate in committees as needed or required. Attend in-service training and outside conferences/workshops as requested and approved. Represent the agency’s purpose, philosophy, and mission to the community. Staff Development Assist with implementation and facilitation of staff training and experiences. Assure all program staff receive an agency and position orientation upon hire and when positions are restructured. Assure all program staff are included in an annual review of agency and program policies and procedures, program strategic planning efforts, and program goals and objectives. Contribute to creating positive morale within the program. Financial Responsibilities Prepare, present, and monitor budgets as needed. Monitor fund utilization and ensure timely disbursement of resources to support PSH programs Assure a high level of occupancy is maintained in each program. Risk Management Provide leadership in post-incident “root cause analysis”, risk mitigation, and prevention. Collaborate and consult with KCAC Social Ministries on critical issues. Respond to/review complaints, grievances, rights/ethics violations, and document findings. Develop corrective action plans to incorporate staff training, disciplinary action, and policy/procedure changes. Timely reporting of fraud, loss, theft, accidents, injuries, death, and critical incidents. Supervision Responsibilities Supervise Case Managers, Supportive Staff, Housing Specialist, and volunteers. Develop a positive and supportive relationship with co-workers and subordinates. Assist with participant and landlord concerns in the absence of Case Managers and the Housing Specialist. Plan and conduct coordinating meetings with program staff and KCAC Housing Services Manager. Conduct regular team meetings at each location with key leaders (e.g. Corps Officers, Chaplain, Case Managers, KCAC Housing Manager, etc.) to ensure communication and coordination with local Corps Officers and full participation within Corps programs. Recruit, interview, submit employment requests, and submit transfers and termination requests for approval. Complete Annual Performance Reviews on all PSHP staff. Monitor compliance with protocols for orientation, work hours, overtime, performance consultations, supervision, training, and disciplinary action. Monitor accuracy of payroll. Minimum Qualifications The requirements listed below are representative of the minimal education, experience, certifications, skills, and/or abilities required for this position. Education: Bachelor’s Degree in Social Work; Master’s Degree in Social Work preferred. Experience: Minimum of 5 years experience with 5 years of supervisory experience for Bachelor’s degree level. Minimum of 2 years of experience for Master’s degree level. Certifications/Licenses: None. Supervisory Responsibility Direct supervision of KCMO and KCK Permanent Supportive Housing Program. This position does have authority to recommend employment status changes of subordinate personnel, make disciplinary decisions and to formally evaluate performance of subordinate employees.
