SUMMARY: The Mayor’s Office of Management and Budget (OMB) is the City of New York’s chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The Community Development (CD) Task Force, within the OMB-Managed Grants subdivision, coordinates policy, monitors the budgets, and ensures compliance with applicable regulations for several grants the City receives from the U.S. Department of Housing and Urban Development (HUD) including, but not limited to, the Community Development Block Grant Entitlement (CDBG) program; CDBG-Disaster Recovery (CDBG-DR) program; and CDBG: Pathways to Removing Obstacles to Housing (PRO Housing) program. Congress established the CDBG program in 1974 to provide Federal funds for housing, economic development, neighborhood facilities, and public support services that principally benefit low- and moderate-income persons. The City currently uses its CDBG Entitlement funds for various activities including, but not limited to, Housing Code enforcement, performing emergency repairs in privately-owned housing, supporting the rehabilitation of NYCHA properties, historic preservation, public services (e.g., education services, parks & recreational activities, senior services, homeless services), and planning activities. After Hurricane Ida, HUD authorized additional disbursements of funding to the City to recover and create a more resilient City. The CDBG - Disaster Recovery (CDBG-DR) program provides funding to address a wide range of needs following presidentially-declared disasters. The City currently manages CDBG-DR allocations related to Hurricanes Sandy and Ida. Funded programs focus on disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and create a more resilient City. The CD Compliance and Monitoring Unit monitors funded activities to ensure they are complying with applicable requirements; coordinates the Unit’s participation in and response to federal and City audits and monitoring; and prepares trainings and other materials to disseminate guidance and best practices.

JOB DESCRIPTION

• Obtain working knowledge of applicable Federal, State, and City rules and regulations.
• Research and track developments in federal regulations and guidance to provide feedback and make suggestions for potential policy and/or programmatic changes.
• Periodically review and provide suggestions regarding CD’s internal policies and procedures
• Supervise a team that conducts thorough monitoring of programs funded by CDBG based on CD’s Compliance and Monitoring Plan and HUD Monitoring Handbook 6509.2.
• Develop and implement monitoring schedules based on the results from the risk assessment analysis.
• Update the parameters of the risk assessment based on any regulation changes.
• Provide technical assistance and information to City agencies and subrecipients with regards to Federal regulations and statutes of HUD’s CD and CDBG-DR programs in an effort to prevent and/or resolve non-compliance issues.
• Respond quickly and accurately to discrepancies discovered during compliance monitoring through established communication channels.
• Conduct programmatic and financial reviews both independently and as part of a team to ensure agency and subrecipient activities follow applicable regulations.
• Identify, analyze, and recommend solutions for various issues.
• Conduct site visits and interview City, subrecipient, and contractor employees when necessary.
• Prepare and organize project files for monitoring visits and audits by the Department of Housing and Urban Development and other entities.
• Track and record monitoring issues from identification to resolution.
• Be familiar with the Federal Disaster Recovery Grant Reporting (DRGR) system, particularly as it relates to the reporting of agency activities, accomplishments, monitoring activities and results.
• Ensuring accurate and complete data entry into reporting systems including, but not limited to, the City’s Grants Management System (GMS) and the DRGR System regarding monitoring activities.

• Strong attention to detail and organizational, research, analytical, and problem-solving skills.
• Ability to multitask and keep track of and adhere to numerous deadlines.
• Ability to work with large data sets.
• Exceptional interpersonal skills and the ability to maintain working relationships with staff and government agencies with utmost professionalism.
• Excellent communication skills, both written (with an ability to write memorandums, reports, etc.) and verbal.
• Ability to be a self-motivator and to work independently with minimal supervision when necessary.
• Ability to work calmly and proficiently under pressure and to adhere to strict deadlines.
• Must be proficient in Microsoft Word and Excel and have the ability to learn new technology quickly.
• Experience in grant administration and grant management and regulatory compliance is a plus.

Unit Head ($121,768): Bachelor’s degree and a minimum of four years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field; or an awarded Master’s degree in and a minimum of two years of full-time experience in Business, Public Policy Administration, Finance, Economics or a field related to the specific assignment.
