Grants Managment Specialist

Position Overview We are seeking a skilled Grants Management Specialist II to support U.S. Government representatives throughout all stages of the award process. The ideal candidate will ensure efficient and accurate communication with grantees and implementers, assist with grant compliance, and provide technical and administrative support to Grants Officers (GOs), Grants Officer Representatives (GORs), and Project Officers (POs). This role requires strong organizational skills, knowledge of U.S. Government grant regulations, and the ability to manage multiple tasks in a dynamic environment. This position requires daily on site support for the Bureau of African Affairs (AF), located in Washington, DC. Availability is contingent upon contract award. Key Responsibilities Support U.S. Government representatives in all stages of the award process to ensure efficient and accurate communication with grantees and implementers. Communicate with grantees on behalf of the Grant Officer (GO) and Project Officer (PO), organize meetings between POs, GOs, and grantees, and provide technical assistance during award execution. Assist with award closeout, grant compliance activities, grant reviews, and respond formally to grant and Notice of Funding Opportunity (NOFO) inquiries from current and potential grantees. Assist in training grants management personnel and develop and maintain standard operating procedures. Collaborate with Program Management Analysts and other AF/A staff to complete risk assessment and mitigation actions, including oversight of award implementation. Manage the pre-award phase by advertising requests for applications or NOFOs, logging and organizing application responses, and distributing them to reviewers. Organize and oversee the review panel process, including tracking submissions, compiling questions, coordinating responses with Grants and Program Officers, and managing internal communications. Provide logistical support for review panels, including travel arrangements, scheduling, meeting space research, supply management, and communication with panel members and grantee candidates. Work closely with the GO on active award and award closeout processes, providing technical assistance with grant systems and files, budget negotiations, pre-award due diligence, award documentation, and Statements of Work (SOW) development. Assist GOs and POs with award development incorporating goals and evaluation schedules, and support award monitoring and tracking. Provide administrative support to staff and grantees to ensure proper access to grant databases and payment systems. Offer guidance and assistance to grantees regarding travel and payment authorizations and support award file documentation. Utilize Department and legacy USAID systems such as GLAAS, ASIST, ABACUS, MyGrants, and StateInsight to prepare award and amendment documents consistent with Department policies. Support GOs and GORs in ensuring award files are complete and accurate. Review grantee reports and other submissions to ensure awards progress consistent with scope and intent; advise Grants Officers on issues requiring Department attention. Provide advice and support to Grants Officers’ Representatives concerning award provisions, requirements, and processes. Develop and maintain standard operating procedures for grants management tasks. Attend bureau, office, and team meetings as required. Provide administrative support to AF/A in the implementation of U.S. foreign assistance. Travel to locations in sub-Saharan Africa as required. Special Knowledge, Experience, and Educational Requirements U.S. Citizenship required. SECRET Security Clearance. Bachelor’s Degree with 2 years of relevant experience, or 5-7 years of relevant work experience. Moderate knowledge of U.S. Government grant regulations and policies with demonstrated relevant qualifications. Proven self-management skills and experience assisting with and reviewing grant standard negotiation documents. Experience in project oversight and strategic thinking.
