Assistant Preconstruction Manager

Job purpose

The Assistant Pre-Construction Manager supports the planning phase of construction projects by estimating costs, coordinating subcontractor bids, generating submittal log, maintain submittals, and evaluating the feasibility of electrical systems. They help bridge the gap between design and actual construction by identifying potential risks and ensuring systems meet all codes.

Primary Duties & Responsibilities (include but not limited to):

• Manages the day-to-day pre-construction operations, including but not limited to, communicating, proposing, and preparing preliminary budget estimates, design cost estimates, design-development cost estimates, and guaranteed maximum price (GMP) proposals.
• Generate submittal log and maintain submittals through course of project.
• Establish and maintain positive and effective relationships and communication with clients, Construction Manager, project team, consultants/engineers, subcontractors, adjacent community, trades, and governmental agencies.
• Job site visits: Conduct constructability reviews to identify and resolve potential on-site challenges early, ensuring the project is safe and buildable.
• Review all project documents, for completeness and accuracy.
• Write and ensure execution of all subcontracts and purchase orders.
• Collaborate with engineers and internal teams to review blueprints, resolve design issues, and ensure project requirements and building codes are met.
• Prepare take-off and budgets in collaboration with Project Estimators.
• Prequalify subcontractors, generate bid packages, issue Requests for Proposals (RFPs), and level received bids.
• Develop preconstruction schedules and monitor progress.
• Lead pre-construction meetings and client presentations, ensuring their needs and expectations are fully understood and addressed.
• Spearhead the permitting and entitlement process with local municipalities.
• Properly turns over bid documents and sub buyout information to Project Management in a timely manner.
• Review drawings with Project Management team and highlight areas of concern.
• Review job cost with Project Management team and highlight any subs/material vendors that still need to be awarded.
• Ensure a smooth and comprehensive transition of project documents, budgets, and strategies to the construction project management team.
• Assist project managers with securing final lien waivers, resolving vendor invoices, and processing the release of retainage.
• Adhere to Rural's safety and quality standards.
• Attend company and industry events including meetings, training, workshops, etc.
• Performs other job-related duties as assigned.

Education, Qualifications, & Experience (include but not limited to):

• Bachelor's degree in construction management, Civil Engineering, or a related field.
• Minimum of 2-4 years of proven experience in construction field operations, project management, estimating, or pre-construction.
• Must have a solid understanding of the construction industry, job site safety requirements, contract management, planning and scheduling, budgets, building products, and relevant technology.
• Proficiency in interpreting drawings, specifications, and contracts. Experience with construction takeoff and estimating software (e.g., Bluebeam, Procore) is highly preferred.
• Proficiency with MS Office software.
• Strong commercial awareness, exceptional negotiation and stakeholder management skills, and the ability to juggle multiple projects simultaneously.
• Strong mathematical aptitude, attention to detail, and excellent negotiation and cross-functional communication skills.
• Ability to manage multiple projects simultaneously and effectively.
• Ability to communicate clearly and concisely with stakeholders throughout the preconstruction phase.
• Must be willing to work independently as well as be a part of a larger team.
