Title: Program Manager - OCSRP #01277State Role Title: Compliance Manager IIHiring Range: $90,000 - $113,000Pay Band: 6Agency: Virginia Department of AgricultureLocation: VDACS CENTRAL HEADQUARTERSAgency Website: Type: General Public - GJob DutiesThe Virginia Department of Agriculture and Consumer Services seeks a dynamic, results-oriented manager to serve as the Program Manager for the Office of Charitable Solicitation and Regulatory Programs within the Division of Consumer Protection. This position will manage and direct the Office of Charitable Solicitation and Regulatory Programs (OCSRP) which is a state-wide program charged with the protection of consumers through the administration and enforcement of assigned consumer protection laws and regulations, including registration, licensing, permitting and surety management, as applicable, of entities and individuals subject to the provisions of the Virginia Solicitation of Contributions Law and certain chapters of the Consumer Protection Act. Other assigned programs include legal services plan sellers, health spas, extended service contract providers, membership campgrounds, travel clubs, and credit services businesses, as well as waste kitchen grease. Program services include the regulation of applicable businesses; investigation of allegations of fraud, deception, and illegal practices; administration of all laws, regulations, agreements and directives assigned by the Legislature, the Executive Branch and the Board of Agriculture and Consumer Services, as delegated by the Commissioner, Deputy Commissioner, and the Director's Office. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.Minimum QualificationsKnowledge of State government and the legislative process. Knowledge of the budgetary and personnel process. Skilled in managing supervisory personnel to develop teamwork and cooperation. Knowledge and experience in customer service principles and quality improvement processes. Demonstrated success in developing teamwork and customer service orientation of programs and processes. Demonstrated management, supervisory and organizational skills. Strong oral and written communication skills. Ability to plan and set objectives to achieve results. Well-developed interpersonal and strong public relations skills. Ability to effectively manage multiple projects under stressful conditions and tight deadlines. Strong analytical skills. Ability to apply a high level of technical expertise to the setting of program objectives and supervision of staff. Additional ConsiderationsDemonstrated successful management experience in a regulatory, policy, government or related work environment. Experience managing a licensing, registration, or compliance program similar to the Office of Charitable Solicitation and Regulatory Programs. H.S. Diploma/GED required. A combination of related education, training, and experience indicating possession of the preceding knowledge, skills, and abilities to include knowledge of management, public administration, criminal justice, or a law degree; or a combination of training and experience.
