Must Haves: Successfully complete Rubber Glove Certification for 120/240V, single phase within the first six months of probationary period.
Primary Function Under general supervision, reviews customer service proposals and inspects private electrical contractors’ projects for adherence to General Orders 95, 128, 165, district standards and Cal-OSHA regulations; locates district underground utilities, ensures public safety and directs contractors in preventing damage to district facilities; determines whether customer or contractor work is completed to where district crews can start. Prepares drawings, work plans, material lists and other documents as needed to facilitate completion of the project. Performs other duties as assigned. Distinguishing CharacteristicsThe incumbent is required is to be certified at 600v rubber glove to open secondary pull-boxes, 120/240V single phase. This position also shares standby and weekend duty responsibilities with other unit staff. It will be the responsibility of all employees in this classification to report for emergency duty if called. Lacking a bona fide excuse satisfactory to supervision, a second failure to report when called could result in discharge. Essential Duties and Responsibilities The examples of essential functions listed below are representative but not necessarily exhaustive or descriptive and incumbent may be assigned other related functions not listed herein if such functions are a logical assignment for the position.
- Reviews customer service proposals and inspects primary and secondary underground distribution projects for adherence to G.O. 95, 128 & 165, district standards and Cal-OSHA regulations.
- Maintains continuous communication with contractors in order to review changes in projects, resolves problems and inspects projects at various phases of construction; tracks and documents procedures.
- Examines visually and verifies location requirements of electrical meter panels and Carson boxes for release; reviews changes submitted by contractors concerning ongoing construction projects, determines if changes are within regulations and authorizes the projects to proceed; notifies customer operations staff of approved changes for mapping; issues correction and other notices when work is not in conformance with codes and standards; may stop project until questions regarding regulations are resolved.
- Verifies construction designs meet standard and regulatory requirements; keeps engineering and project management informed on project status; maintains written records, photos and logs of activities in the field and updates records and reports.
- Prepares notations and rough sketches of infractions, defects and changes and requests contractor prepare as-built drawings for ongoing projects.
- Performs and completes all aspects of underground searches, locates and verifies primary and secondary locating services; follows government mandated marking requirements; and ensures timely location markings; communicates to district personnel outcome of the inspection.
- Receives, responds and completes Underground Service Dig-Alert requests from contractors and customers; schedules based on information received on work order requests; uses maps or GIS system to locate and mark electric cable services; communicates and coordinates location and marking information to outside utility companies or contractors who are scheduled to excavate underground cables.
- Determines whether customer/contractor work is completed before district crews begin work; communicates with schedulers and notifies, district personnel to proceed with construction work after inspection is approved.
- Prepares project drawings, work plans, construction material lists for project and other documents as needed to facilitate completion of the project.
- Prepares work service orders on necessary repairs or replacement of equipment regarding transmission or distribution system observed during inspection and as required by supervision.
- Observes installation of customer gear, or other type of contractor work including work which may interfere with district construction crew.
MARGINAL DUTIES AND RESPONSIBILITIES
- Patrols and inspects overhead and underground power distribution lines to locate irregularities, physical defects and hazardous conditions.
- Visually inspects substation facilities including capacitors, oil circuit breakers and regulators to locate physical defects and hazardous conditions.
- Performs other duties as assigned.

- Experience Two years of electrical, power line construction, power operations/dispatching or field electrical experience.
- Licensing A valid driver license issued by the State of California, Department of Motor Vehicles is required.
- Successfully complete Rubber Glove Certification for 120/240V, single phase within the first six months of probationary period.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge Electrical theory and practice as applied to power transmission/ distribution lines and associated equipment; National Electrical Codes; General Orders 95 and 128; Title 8; Cal-OSHA; Dig Alert California Government Code 4216.
- California Underground Facilities Safe Excavation Board; construction methods, procedures, materials and district standards 181 (4.1 – 4.15), 202 (6.17-6.18) and other applicable standards, policies and procedures; the accepted standards of construction; district power system including circuit maps; electrical safety working practices and procedures; highways, roads and streets of Imperial County or Coachella Valley.
Skills/Abilities
- Conduct visual inspect and determine condition of substations, overhead and underground transmission and distribution lines; respond to Dig Alert customer request; apply Dig Alert California Law Government Code 4216.
- Complete and recertify Dig Alert training; use locating equipment to locate, identify, and marks substructures belonging to the District for the purpose of preventing substructure damage.
- Open secondary pull box to be utilized in Imperial/Riverside County for secondary construction according to District Standards 181 and Secondary voltage for all secondary pull boxes to be 120/240V, single phase.
- Read and interpret customer service proposals, schematic designs, blueprints, and construction plans; read, interpret and communicate rules and regulations.
- Communicate effectively in relaying pertinent information regarding irregularities to employees, private and/or public agencies; prioritize duties and maintain required schedule; prepare clear and concise activities reports; read and interpret documents, electrical orders, construction codes and regulations, construction plans, schematic designs, safety rules, operating and maintenance instructions, and procedure manual
- Write routine reports and narratives; perform electrical theory calculation, algebra and trigonometric functions; accurately draw details on project maps and circuit drawings; draw items to scale; apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form; deal with problems involving several concrete variables in standardized situation.
- Use computer and software; work in proximity to electrified facilities and structures; follow oral and written instructions.
- Be prompt and regular in attendance; understand safety rules and regulations and works safely; and works courteously and cooperatively with employees, contractors, customers, public/private agency representatives, and the general public.
