Loss Prevention Supervisor

The Water Security Supervisor at the Metropolitan Sewer District (MSD) ensures the security and continuity of operations planning to ensure the 24/7 capabilities expected of the utility. This position manages the security guard contractor and coordinates with other MSD divisions (IT, Operations, Facilities Maintenance, Admin, Safety, etc.) to accomplish this responsibility. Specific duties include:
1. Receive the Daily Activity Reports (DARs) and round verification logs for the previous day from the Security Vendor’s onsite supervisor (or other manager), review them for accuracy and completeness, and complete the daily security summary (spreadsheet) in accordance with the instructions imbedded in the sheet.
2. Initiate Security Incident Report in OnBase for any security issue identified in the vendor’s logs that hadn’t been reported already.
3. Submit the daily security summary to the Chief Security Officer by 11 AM each weekday, briefing him/her on any issues, as needed.
4. Serve as project manager for the security vendor. Review invoices submitted by the Security Vendor and ensure all invoiced time is substantiated by a DAR. Approve/disapprove for payment accordingly.
5. Review badge request forms in OnBase. Make sure each request has been approved by all area-specific managers, and proper quals/background checks have been documented for outside vendors (security and housekeeping). Review notes field to make sure no unusual access is granted and that protocols are being followed in terms of who gets access to which areas.
6. Ensure badges are produced, activated, deactivated and destroyed in a timely manner.
7. Lead the internal, cross-divisional, Physical Security Team including hosting and documenting any recurring or ad-hoc meetings necessary to coordinate MSD’s physical security activities.
8. Maintain and Drill emergency preparedness plans for all plants and campuses.
9. Create, Maintain and Drill Continuity of Operations plans with key MSD stakeholders.
10. Coordinate FEMA Incident Command System Training for Key MSD Personnel.
11. Serve as MSD’s Security representative on Local Emergency Planning Committee
12. Conduct quarterly checks of the panic buttons installed at reception desks, ensuring proper notifications are sent and received by appropriate parties. Train recipients on proper course of action to take if a panic alert is received.
13. Write and disseminate site or campus-specific notifications relating to physical security issues.
14. Serve as internal point of contact (for MSD, city employees, and security vendor) for all physical security issues.
15. Serve as MSD point of contact for implementing R.A.V.E
16. Represent MSD to external agencies (city, county, local police, Department of Homeland Security, federal security for EPA facility on Mill Creek’s Campus) on physical security issues, as directed by the Chief Security Officer.
17. Maintain inventory and condition assessment of all video cameras on MSD property.
18. Maintain inventory and condition assessment of all physical access hardware (badge readers and supporting switches, servers, etc.) on MSD property.
19. Ensure the security of the physical perimeter of MSD plants and campuses. This includes to adequacy and effectiveness of fences and other barriers to deter and delay unauthorized entry, the operation of any automatic gates, and the staffing of any perimeter openings.
20. Serve as project manager for any physical security enhancement projects (camera expansions, hardware replacements, site threat assessments, etc.)
21. Be available to respond to physical security related issues via phone/text outside of regular business hours. Significant issues may require an on-site response within a reasonable time.
22. Other physical security related duties, as assigned.
To supervise, assign, review and participate in the work of staff responsible for security and checkroom services at municipal facilities and events; to ensure work quality and adherence to established policies and procedures; and to perform the more technical and complex tasks relative to assigned area of responsibility.

- Responsible for answering inquiries regarding security issues with authorized water facilities from around the country.
- Plan and design the use of Information Technology for security.
- Create, implement and maintain distribution of building keys.
- Administration and troubleshooting of access control systems.
- Administration and troubleshooting of closed-circuit television systems.
- Administration of the parking decal system.
- Responsible for overall administration of building access keys.
- Responsible for security's closed-circuit television (CCTV).
- Provide expert testimony when necessary for court trials.
- Principles of computer data processing.
- Current trends and new technologies in physical security date processing.
- Principles of effective documentation.
- Establish work schedules and methods for providing assigned services, including security, first aid.
- Participate in the development of policies and procedures, including crowd control measures and emergency response procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
- Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
- Participate in the preparation and administration of the program budget; submit budget recommendations; monitor expenditures; monitor and deposit room revenues.
- Maintain contact with the Police and Fire Departments over matters within their jurisdictions; coordinate tests of fire alarm and door alarm systems; oversee emergency evacuation.
- Prepare cost estimates, invoices and other correspondence for security service clients;coordinate paperwork necessary for contracting additional security/first aid personnel.
- Oversee completion of necessary personnel, billing and payroll procedures.
- Investigate thefts, injuries and suspicious activities; report and file charges as appropriate.
- Assist those contacted in the course of duty in an effective, efficient and professional manner.
- Perform related duties as assigned.

Supervision Exercised
Receives general direction from assigned supervisory personnel.
Exercises direct supervision over technical staff.
Each applicant must have two years’ experience with the City of Cincinnati as a Water Works Guard.
OPEN:
Each applicant must have a Bachelor’s Degree in Criminal Justice, Business Administration, Information Technology, Public Administration, Security Management, or a closely related field and one year of work experience in security operations or closely related field.
Each applicant must have a Associate’s Degree in Criminal Justice, Business Administration, Information Technology, Public Administration, Security Management, or a closely related field and three years of work experience in security operations or closely related field.
Each applicant must have five years of work experience in security operations or a closely related field with one year of lead supervisory or administrative responsibility.
OTHER REQUIREMENTS
Must have a valid Driver's License.
Must be an excellent communicator and team builder.
Must have or obtain a certification in Basic First Aid and CPR (cardiopulmonary resuscitation).
Must have a Private Police Commission or have completed a training course approved by the Ohio Peace Officer Training Council.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; work around moving vehicles; exposure to vehicle exhaust fumes; exposure to extremes in weather conditions.
Physical Conditions: Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; climbing ladders and steps; general manual dexterity required; must be able to operate assigned motor vehicle.
