Job Description Works under the direction of the Director of Pupil Personnel to establish, maintain, and improve the programs for children in the Special Education Program in accordance with the goal of the school district and with State laws and regulations. Position Details Position: Special Education Supervisor Contract: Administrative Immediate Supervisor: Executive Director of Special Education Key Responsibilities Assists the Director of Special Education and the Executive Director of Elementary/Secondary Programs in meeting the goals and objectives of the Board of Education. Acts as a liaison for the district regarding all issues of concern related to Pupil Personnel and Special Education. Maintain all Special Education records and submit all reports to state and federal agencies as they relate to Special Education and Pupil Personnel Service areas. Articulates and implements a clear vision for moving special education students on a continuum from the least restrictive environment (LRE) to inclusion in regular education classes. Assists building administrators in planning, developing, implementing, and refining instructional resources. Mentors and leads all intervention specialists and general education teachers in the use of data and appropriate instructional strategies based on diagnostic data. Facilitates and recommends to building administrators efficient plans on the transition of students within the building, district and out of the district. Attends and participates in conferences and workshops designed to increase professional understanding. Provides referral of students to other agencies and serves as the facilitator with the selected agency. Assists in the planning, development, and implementation of curricula for students. Assists building administrators in the scheduling of all special education students. Develops comprehensive behavioral services to meet the needs of special education students. Identify, coordinate, and implement relevant staff development for Pupil Personnel and Special Education. Implement a viable system of parent involvement and community relationships. Attend Board of Education Meetings and prepare reports and presentations, as needed. Develop programming for new staff regarding Pupil Personnel and Special Education. Provide procedures for homebound instruction. Refer, coordinate, and monitor special education programs for students placed out of the district. Provide screening programs, mental health activities, and referral to and consultation with outside agencies. Implement a differentiated referral system allowing school personnel and parents to request evaluation, if appropriate. Acts as a consultant in problems involving special education, promotion policy, reports to parents, and other areas where professional knowledge would be warranted. Assists in the establishment and implementation of school policies and procedures relating to federal and state laws for special education and Chapter 3301-51 of the Administrative Code. Additional Responsibilities Oversees all district 504's and IEPs (Individual Educational Plans). This includes coordinating and supervising services provided to students identified as eligible for special education and overseeing the development and implementation of individual education plans (IEPs) and monitoring compliance with all state and federal regulations. Follow procedures for safe storing and integrity of all public and confidential school records ensuring that personnel and student record keeping procedures comply with state/federal and district policy. Protect the confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information with legal confines. Coordinate and facilitate staff meetings for District Special Education and Pupil Personnel staff. Support building administrators in implementing special education/pupil personnel services that coordinate with building and district goals. Work collaboratively and ensure alignment of programs, services, and operations with other departments to meet District goals. In coordination with the Department of Human Resources, ensure that all staff are appropriately licensed and highly qualified. Provide opportunities for effective staff development that addresses the needs of the staff, including workshops, conferences, visits, demonstration lessons and sessions in which the staff shares successful practices and strategies. Coordinate the provision of diagnostic and referral services to the school (i.e. health, social work, psychological, guidance, language, speech, and hearing). Coordinate Autism Support, Life Skills Support, Visually Impaired Services, and Emotional Support programs, including students transitioning into and out of the program. Ensures the appropriate use of social skills curriculum and behavior management strategies. Monitors compliance with Special Education discipline including Manifestation Determinations and Suspensions. Maintains awareness of documented caseloads for Special Education teachers. Performs any other duty/task assigned by the Director of Special Education/Pupil Personnel, Executive Director of Elementary/Secondary Programs and/or Superintendent. Qualifications College degree in the field of special education and hold a valid Ohio Administrative certification. Five years experience preferred in special education administration. Master's Degree or higher from an accredited educational institution. Valid Ohio Certificate/License for Supervisor or Administrator. Minimum of three (3) years as a teacher in special education or related services.
