Job Description:\n\nThe Community Engagement Officer (CEO) grows Credit Union of Texas in a defined market by developing and executing a comprehensive business development strategy that integrates community involvement, branch engagement, public relations, social media, and Select Employee Group (SEG) partnerships. The CEO builds and maintains relationships with influential community decision makers, civic organizations, schools, and local businesses; collaborates with the assigned Branch Manager to drive sales, service, and membership growth; and uses CUTX-approved AI and analytics tools to prioritize prospects, optimize outreach, and report on results. The CEO is accountable for meeting or exceeding membership, loan, and deposit growth targets established by the Vice President of Community Engagement while serving as a visible ambassador of CUTX in the community.Key ResponsibilitiesBusiness Development & Market Growth\n\n Develop and implement a community involvement plan to target, support, and acquire new community and strategic partners that grow CUTX membership, loans, and deposits within the target demographic.\n Apply an entrepreneurial mindset to assess the costs and benefits of business development activities, maximizing return on investment for CUTX's financial and human capital in the assigned market.\n Drive business in the local market by increasing SEG penetration, facilitating SEG onboarding, and delivering engagement presentations that spotlight CUTX products and services.\n Develop mutually beneficial relationships with influential decision makers in the assigned market, including school district superintendents, fire chiefs, chiefs of police, city leaders, C-suite executives, and business owners.\n Set, meet, and exceed sales and service goals defined by the Vice President of Community Engagement.\nCommunity Presence & Strategic Partnerships\n\n Participate in the local Chamber of Commerce and other community organizations to strategically connect with community and business leaders, including involvement in chamber Leadership programs and board service with chambers, school foundations, school Business Advisory councils, or influential community clubs.\n Attend community and strategic partnership events to network, prospect, and spotlight CUTX products and services.\n Serve as an ambassador of CUTX in the community, maintaining a polished, professional appearance at all times when representing the credit union.\nBranch Collaboration & Sales Execution\n\n Collaborate with the Branch Manager to develop and implement a branch engagement plan that fosters a collaborative team environment and supports meeting or exceeding store sales and service goals.\n Review and analyze branch profit and loss reports to assess performance, execute plans of action that increase profitability and market share, and identify trends using available management tools and reports.\n Collaborate with the Branch Manager and Community Engagement Support Specialist to coordinate support for community engagement events, including Grand Openings, Annual Meetings, Shred Days, and school, community, and employee events; personally attend events to engage members, open new accounts, and generate leads.\nMarketing, Social Media & Pipeline Management\n\n Collaborate with the Marketing Department to create a local social media strategy and develop unique programs, targeted sales materials, ads, collateral, and prospecting campaigns as needed.\n Maintain an organized weekly and monthly approach to activity, including an accurate calendar of appointments and events.\n Document all prospecting and relationship-building activity in the CUTX client relationship management (CRM) database.\nTalent, Conduct & Organizational Contribution\n\n Understand the organization's OPIP goals and ensure that personal contributions, projects, and management of corporate expenses positively contribute to those goals.\n Identify exceptional talent through the credit union's hiring process and make recommendations for advancement, promotion, or other internal opportunities.\n Demonstrate enthusiastic support of CUTX's mission, core values, and long-term objectives and perform duties within bylaws, regulations, Board policies, established service standards, and work procedures.\n Adhere to the corporate code of conduct and to corporate vehicle, mileage, expense reimbursement, and training policies.\n Perform other duties as assigned in support of CUTX's strategic objectives.\nPerformance Outcomes & KPIs\nOutcome\nPrimary KPI\nReporting Cadence\nTarget / Direction\nCUTX grows membership in the assigned market through community-led acquisition.\nNet new memberships sourced from community engagement activities.\nMonthly\n▲ [Target — confirm with VP, Community Engagement]\nCommunity engagement drives lending and deposit growth.\nLoan production and deposit growth attributable to CEO-sourced relationships and SEG partners.\nMonthly\n▲ [Target]\nSEG penetration expands the credit union's employer-based reach.\nNumber of new SEGs onboarded and active SEG engagement sessions delivered.\nQuarterly\n▲ [Target]\nBranch sales and service goals are met through CEO–Branch Manager collaboration.\nAssigned branch attainment of sales and service goals.\nMonthly\n▲ ≥ 100% of plan\nPipeline activity is accurately documented and visible to leadership.\nPercent of prospecting and relationship-building activity logged in the CRM within defined timeframes.\nMonthly\n▲ ≥ 95%\nAI-augmented outreach and prospecting outputs are reviewed by the CEO after action.\nHuman-in-the-loop review rate on AI-generated prospect lists, draft communications, and content.\nMonthly\n▲ 100%QualificationsEducation\n\n Bachelor's degree and/or equivalent experience and certifications.\nExperience\n\n Minimum four to six (4–6) years of related experience in a financial institution environment or equivalent preferred.\n Demonstrated experience in business development, outside sales, community engagement, or relationship management.\n Prior credit union or community banking experience preferred.\n Prior experience using CRM platforms to manage a prospecting pipeline preferred.\n Bilingual English / Spanish preferred.\nLicenses, Registrations, and Certifications\n\n Valid Texas driver's license with a clean driving record (required for daily field travel to community events, partner sites, and branch locations).\nKnowledge & Skills\n\n Knowledge of efficient sales and networking tactics and proven knowledge of effective business development.\n Ability to analyze a branch profit and loss statement and translate findings into action plans that increase profitability and market share.\n Strong written and verbal communication skills, including the ability to present to community groups, executives, vendors, and the general public.\n Proficiency with Microsoft Office (Outlook, Excel, Word, Teams), CRM tools, and social media platforms.\n Strong organizational and time-management skills with the ability to plan and execute a calendar of community, branch, and prospecting activities.\n Ability to apply common-sense reasoning to detailed instructions and resolve problems involving many variables.\n Working knowledge of CUTX products, services, and the regulatory environment applicable to credit unions.\nCore Competencies\nCompetency\nProficiency Level\nWhy This Matters in This Role\nBusiness Development & Sales Acumen\nAdvanced\nThe role's core purpose is to grow membership, loans, and deposits through community-based acquisition and SEG expansion.\nRelationship Building & Networking\nAdvanced\nSuccess depends on building durable relationships with civic leaders, executives, and community organizations in the assigned market.\nCommunication & Public Presence\nAdvanced\nThe CEO regularly presents to SEGs, chambers, boards, and community audiences and serves as a visible ambassador of CUTX.\nMember Centricity\nIntermediate\nCommunity-sourced prospects become members; The Community Engagement Officer is expected to work fluently within these workflows, exercise sound judgment over AI outputs, and follow all applicable controls.\n\n AI-assisted prospect research and prioritization — AI synthesizes public information on community organizations, SEGs, and decision makers to recommend prioritized outreach targets.\n AI-assisted drafting of outreach communications and social media content — AI generates first drafts of emails, social posts, and presentation content, which the CEO reviews and finalizes.\n AI-augmented branch and market analytics — AI surfaces trends in branch P&L, market share, and campaign performance to inform business development decisions.\n AI-assisted CRM activity capture — AI extracts and structures notes from meetings and events to populate prospecting records in the CRM.\nAI Tier and Human-in-the-Loop Responsibility\nThis role operates in AI Tier 2 for its principal AI-augmented workflows (see Appendix A). The Community Engagement Officer retains accountability for any decision, communication, or member/employee-impacting action influenced by AI output, consistent with the CUTX Generative AI Usage Policy §3.4.\nThe Community Engagement Officer is required to:\n\n Apply human-in-the-loop review on every AI-generated prospect list, communication draft, social media post, and presentation after it is sent, posted, or delivered externally.\n Stop reliance on AI output and escalate immediately if the output appears inaccurate, biased, non-compliant, or outside the role's documented scope (Generative AI Usage Policy §3.5).\n Refrain from entering member non-public personal information (NPI), confidential CUTX information, or material non-public information into any AI tool not explicitly approved for that data classification.\n Complete all required AI training within thirty (30) days of hire and maintain currency on annual refreshers.\nApproved AI Tools\nThe role is approved to use the following AI tools in performing essential functions (subject to the Generative AI Usage Policy and any tool-specific guidance issued by the AI Council):\n\n CUTX-approved internal AI assistants (e.g., Sam) for general productivity and approved knowledge tasks.\n Microsoft Copilot for office productivity (drafting, summarization, spreadsheet support).\n CUTX-approved CRM and marketing automation tools with embedded AI features.\n CUTX-approved social media management and content tools with AI-assisted drafting capabilities.\n\nUse of AI tools outside this list requires prior approval from the role's department leader and the AI Council, per the Generative AI Usage Policy §4.Prohibited AI Use\nIn addition to the prohibited uses defined in the Generative AI Usage Policy §3.6, the following are specifically prohibited in this role:\n\n Using AI output as the sole basis for any external CUTX communication, advertising claim, or representation about products, rates, or eligibility.\n Entering member NPI (account numbers, Social Security numbers, loan documents) or confidential SEG/partner data into any AI tool not explicitly approved for that data classification.\n Using consumer AI tools to draft any member-facing legal, compliance, or disclosure language; such materials must come from approved CUTX templates and Marketing/Compliance review.\n Publishing AI-generated images, audio, or video that depict CUTX members, employees, or partners without proper authorization and disclosure consistent with CUTX policy.\nCompliance & Regulatory ResponsibilitiesEnterprise Compliance Obligations\nThe Community Engagement Officer is responsible for all enterprise compliance obligations applicable to a CUTX team member, including BSA/AML, OFAC, USA PATRIOT Act/CIP/CDD, GLBA and the Safeguards Rule, Fair Lending laws (ECOA/Reg B, Fair Housing Act), UDAAP, Information Security and Acceptable Use, and the CUTX Code of Conduct.AI-Specific Compliance Obligations\nThe Community Engagement Officer is responsible for the CUTX Generative AI Usage Policy (TRAIGA / HB 149-aligned), the CUTX AI Playbook (including Tier 2 obligations applicable to this role), and Texas Responsible Artificial Intelligence Governance Act (TRAIGA / HB 149) requirements applicable to the role.Role-Specific Compliance Obligations\n\n CUTX Community Engagement and Business Development policies and procedures.\n CUTX Code of Conduct and corporate vehicle, mileage, expense reimbursement, and training policies.\n Advertising and member communication standards, including Truth in Savings (Reg DD) and Truth in Lending (Reg Z) considerations applicable to product representations made in community settings.\n UDAAP standards applied to community presentations, SEG onboarding sessions, and social media content.\n Member privacy and GLBA Safeguards requirements when handling prospect and member information in field and event settings.\n CUTX social media and brand standards governing public representation of the credit union.\nWorking Conditions & Physical Requirements\nThis role is primarily field-based within the assigned CUTX market, with regular travel to community events, chamber meetings, school and civic functions, SEG worksites, and the assigned CUTX branch. Work is performed in a mix of office, branch, community venue, and outdoor environments, and may include evening and weekend hours to support community events. Essential physical activities include the ability to operate a computer, telephone, and standard office equipment; communicate clearly by phone, email, video, and in person with members, partners, and internal teams; remain stationary at a workstation or event table for extended periods; stand, walk, and move between community venues; and lift and transport event materials and collateral of up to 10 pounds. A hard hat is required during branch construction site visits.
