Job Details Location: Wichita Falls, TX 76302 Salary Range: $19.68 - $24.60 hourly Position: Financial Specialist – Child Care Assistance Services (CCAS) Employer: Rolling Plains Management Corporation (RPMC) Work Schedule: Full-Time (8:00 AM – 5:00 PM, Monday–Friday) Position Summary Rolling Plains Management is seeking a Financial Specialist for our Child Care Assistance Program in Wichita Falls, Texas. This hourly position reports to the Program Director and involves bookkeeping, data entry, and financial duties related to CCAS billing, fraud prevention, corrective action, and monitoring of the Child Care Automated Attendance system. Responsibilities Process weekly supplemental billing forms submitted by child care providers. Generate weekly imports, print payment proofs via TX3C, and email them to providers. Process supplemental billings received directly from providers. Assist providers with billing issues. Prepare and process billings including uploads, downloads, and related reports. Track Kinder Connect absence reports and notify Client Services staff. Investigate and detect fraudulent activity in financial transactions. Analyze transactions and data to identify and investigate potential fraud. Develop and implement fraud prevention strategies and procedures. Pursue legal action against individuals or organizations responsible for fraud. Communicate findings with team members, board members, and stakeholders. Process TWC collections and warrant holds. Ensure work product quality by reviewing documents, reports, and records. Maintain accurate and appropriate records and documents. Guarantee confidentiality of children, families, and coworkers. Report suspected child abuse or neglect per federal, state, or local law. Qualifications High school diploma or equivalency. Minimum twelve months of full‑time experience in bookkeeping, accounting, or automated billing procedures; or a minimum of 3 months processing billing for Workforce Solutions Child Care or similar agency. Experience in fraud detection and prevention. Strong analytical and problem‑solving skills. Knowledge of office financial procedures and compliance requirements. Excellent communication and organizational skills. Ability to balance multiple duties, prioritize, and meet deadlines. Demonstrated ability in personal computer operations within a Windows environment. Flexibility and adaptability to change. Willingness to pass a drug/alcohol test and comply with agency policy. Willingness to pass regular criminal history checks. Reliable self‑transportation for regional travel. Valid Texas MVR authorized for required classification and endorsement.
