The Central Valley Regional Water Quality Control Board’s Above Ground Tank/Mining Unit has an opening for a Water Resource Control Engineer (WRCE). The position is located at 11020 Sun Center Drive, Rancho Cordova, CA 95670. Duties: Under the close supervision of the Senior Engineering Geologist, the incumbent will be responsible for providing regulatory and technical oversight of environmental investigation and cleanup activities at contaminated properties and abandoned mine sites throughout the Central Valley Region. The WRCE is expected to apply the Water Board's regulations, policies, plans and guidelines and work cooperatively with Federal, State and local government agencies and municipalities, as well as public entities, in coordinating oversight of investigation and cleanup activities. The WRCE will also work closely with other Water Board program personnel, including Title 27, Waste Discharge Requirements (WDR), and National Pollutant Discharge Elimination System (NPDES) Units, to identify cross-programmatic needs and applicable policies and regulations. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Regulatory and/or private-sector work experience with State, Federal (e.g., Superfund [CERCLA]) and California Water Code regulatory requirements relating to the investigation, cleanup, and remediation of contaminated properties and abandoned mine sites impacted by discharges of contaminants, including metals, acid mine drainage, and/or other hazardous wastes. Experience with, or knowledge of, Federal and State Programs such as the National Pollutant Discharge Elimination System (NPDES), Waste Discharge Requirements (WDRs), and Title 27 programs and policies. Experience with soil, surface water, and groundwater sampling and investigation methods at environmental assessment and cleanup sites, particularly as relates to abandoned mine land and reclamation sites. Knowledge of fate and transport principles, variables, and mechanisms for contaminants of concern (COCs) through surface water, groundwater, and soil. Experience evaluating technical data and applicable regulatory thresholds to determine appropriate cleanup and action levels of COCs. Experience preparing clear, concise technical documents and correspondence conveying complex environmental data and information.
