SummaryThe Construction Inspector (CI) will assist with the Atlas Dam throughout the construction phase of the project. The Construction Engineer will assist with project workload needs, project inspection, project monitoring, and formal documentation including technical reports. The CI will provide support to the Field Engineer (FE) and the CCOR. The CI will assist with daily observation and construction inspection to monitor and ensure CC compliance with the plans and specifications, monitor work site for safety, communicate with managers to inform them of developments in the progress of the work, and document construction project activities through written reports and photographs.Essential FunctionsReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.The Construction Contractor (CC) will perform the following actions for the Atlas Dam effort:The Contractor shall be on site at all times when the CC is present to perform daily observation and construction inspection of the CC's work/activities to ensure compliance with the specifications, drawings, standard engineering and construction practices, and referenced standards. Contractor shall monitor work site for safety, and monitor CC safety compliance. Documentation of field activities will be through daily written reports and photographs.The Contractor shall provide detailed daily inspection reports, weekly reports, and monthly reports describing activities at the site, including an accounting of the CC equipment and personnel. Measure, compute, and document installed construction quantities (categorized) in the daily report for CC progress payment purposes.Significant discussions with CC personnel shall be well documented, as well as any safety issues and resolution of those issues. Include a minimum of two photographs of the day's activities. The FE and CCOR will provide a template for the Daily, Weekly, and Monthly Report formats, and the company's Standard Operating Procedure (SOP) for documenting field activities.The Contractor will serve as company's on-site representative, but has no contractual authority to direct the CC's performance of the work, unless personal safety or facility safety issues are present.The Contractor shall immediately contact the FE and CCOR to notify them of any safety issues. A written report must be completed and submitted within 4 hours of the event.The Contractor shall become familiar with the plans and specifications, contract documents, referenced standards, and approved submittals. The Contractor must provide regular, ongoing communication with the FE and CCOR overseeing the construction to keep them apprised of CC's progress and any construction related or non-compliance issues that may arise during the CC's performance of the work. Such issues may include, but are not limited to, specifications requirements, testing and inspection results, safety infractions, scheduling changes, substandard materials or workmanship, and unusual or unanticipated problems.The Contractor shall immediately notify the FE and CCOR, followed with a written report within 4 business hours, if the CC's work activities are not in compliance with the specifications and drawings for the project or as approved in the budget.Contractor shall monitor CC's safety compliance, by observing work practices and activities and verifying compliance with the CC's Health and Safety Plan, the Safety and Health Standards (RSHS), participation in CC safety meetings, and review of CC prepared Job Hazard Analysis.The Contractor shall provide construction progress photos with detailed documentation compiled in a template document provided by the FE and CCOR. Each photograph shall be captioned with the following information: date photo was taken, project title, CC's name, along with a brief narrative describing what is being illustrated on the photo. On a daily basis, individual digital image files will be named with location, topic, and date (naming convention as approved by the FE and CCOR).The Contractor will review CC's daily reports, submittals, and test results for accuracy and completeness. Contractor will also monitor CC's schedule and report progress to the FE and CCOR.The Contractor will review approved submittals and monitor CC's progress or deviations from approved submittals. Contractor shall provide FE and CCOR with comments on CC submittals.The Contractor will attend meetings, as directed by FE and CCOR.Quality control meetings for preparatory, initial and follow-up meetings, and document list of attendees.Weekly coordination calls/meetings between the CC, CCOR and construction contract administrators.CC safety meetings, which must be documented in the daily report.The Contractor will assist government personnel with construction survey activities as needed.Contractor will conform to the delegation of authority letters.Scope of WorkCut off existing piezometers and protect during construction.Reestablish piezometers following construction of the cement-bentonite slurry cut-off wall.Grade gravel surfacing on crest of dikes to be used as a work pad. 1.2.4. Excavate rockfill off downstream face of dikes and place it as a berm at the toe of the dike.Excavate cutoff wall trench through embankment and soil foundation materials into shale bedrock.Continuously fill cutoff wall trench with cement-bentonite slurry to support excavation and to cure into a cutoff for foundation seepage.Place spoils from excavation of cutoff trench on downstream face of dikes to be held in place by rockfill stockpile.Remove the upper 6 inches of the cutoff wall, place and compact impervious material over the cutoff wall.Shape and contour hardened cutoff wall excavation spoils up the face of dikes.Place stockpiled rockfill over cutoff wall excavation spoils on downstream face of dikes.Regrade existing gravel surface as a base for the new gravel surfacing at the crest of the dikes and contaminated portions of access roads.CompetenciesOral and Written Communication skills.In-depth knowledge of construction industryProject ManagementSchedulingTeamwork Orientation.Required Education and ExperienceHigh School Diploma10 years of relevant construction inspector experience with earthwork and concrete operationsExperience and demonstrate proficiency in performing applicable and relevant construction inspection within the last five years to ensure compliance with plans and specifications.Knowledge and inspection experience in concrete materials and testing, forming, placement, concrete reinforcement details, and related plan reading.Experience with soil and aggregate properties, testing and related site work methods.Basic knowledge of construction surveying techniques, stake reading, and computation of quantities.CertificationsOSHA Fall Protection within the last three years.Hearing Conservation.Hazard Communication.Facilities Instructions, Standards, and Techniques (FIST) Volume 1-1 Hazardous Energy Protection.Cardiopulmonary Resuscitation (CPR).Automated External Defibrillator (AED).First Aid.Additional Eligibility QualificationsMust possess or be able to obtain a valid and appropriate state driver's license prior to employment.Must be able to pass a Government Background Check.Must be Fully-Vaccinated against Covid-19.Work EnvironmentThe position regularly works near or on a construction site.
