The New Mexico Department of Transportation (NMDOT) provides a safe and efficient transportation system for the traveling public while promoting economic development and preserving New Mexico's environment. Within this framework, the Project Oversight Division (POD) plays a crucial role in managing and overseeing a vast portfolio of over 1,163 active projects, collectively valued at approximately $1.1 billion in federal and state funds. The division's primary responsibilities include the programming, reconciliation, and closeout of federally and state-funded projects, ensuring that resources are utilized effectively, and projects are completed in compliance with established guidelines. Through its diligent oversight, the division contributes to the enhancement of New Mexico¿s transportation infrastructure, ultimately improving connectivity and accessibility for the traveling public.

As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.


Why does the job exist?

This position is essential for ensuring the timely obligations of federal funds, as well as the accurate reconciliation, analysis, and closure of projects. It plays a critical role in maintaining compliance with all applicable federal and state rules and regulations. The responsibilities associated with this role are necessary to uphold fiscal accountability and ensure the integrity of project funding and reporting processes.


How does it get done?

The primary responsibilities of this position will include:

* Following internal Project Oversight Division (POD) procedures to process assigned tasks and requests.
* Process new projects/modifications/closeouts in the Statewide Human Resource Accounting Reporting (SHARE) system and Federal Highway Administration (FHWA) as requested by management and district staff.
* Ensure federal funding requests are consistent with Statewide Transportation Improvement Project (STIP) database and match accordingly.
* Establish purchase orders and maintain through life of projects, this includes increasing/decreasing, and rollover at end of fiscal year.
* Establish and ensure all requests are processed in timely manner as per Project Over-site Design (POD) procedures.
* Draft and distribute all Tribal and Local Public Agency(T/LPA) agreements through the execution process.

New Mexico Department of Transportation employees and external customers.


Ideal Candidate

The ideal candidate will have preferred education and/or experience in the following:

* Proficiency with the Statewide Human Resources Accounting Reporting (SHARE) financial system.
* Strong working knowledge of Microsoft Excel and Microsoft Word.
* Demonstrated ability to review, interpret, and analyze financial and operational data.
* Familiarity with government accounting and financial management practices, including applicable policies, procedures, regulations, and required reporting deadlines.
* Experience preparing, reviewing, and maintaining financial reports.


Minimum Qualification

High School diploma or Equivalency and two (2) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.


Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.


Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Direct client interaction and some travel may be required.
