The Registrar is responsible for managing and monitoring student academic records; updates and maintains academic processes and services including master schedule, registration, enrollment verification, grades, degree tracking, graduation certification, and transcripts utilizing College adopted technology tools or third-party providers. The Registrar ensures compliance with SUNY CCC, SUNY, State, and federal academic policy and regulations. This position is responsible for Family Educational Rights and Privacy Act (FERPA) compliance related to disclosure of student records and notifications. Occasional meetings at different SUNY CCC locations and in the community may be required; travel to conferences and/or recruiting events may be required. Prolonged time sitting/standing working with computers and monitors, ability to walk/move across campus including walking up and down stairs, ability to lift up to 20 pounds (occasionally may be more), repeated motions may include keyboard typing. Typical office and indoor building environments, occasional outdoor activity may be required. Registrar Systems Programming and Administration (60%) - Create and maintain coding, programming, and system permissions for the student information and degree audit systems to support registrar processing, reporting, and user services. Processes include, but are not limited to, the following: master schedule, registration (add/drop), cross registration, student educational plans, final exam schedule, grades, credit for prior learning degree audits, graduation, digital badges, and transcripts. Work with IT on installation of upgrades and patches to the student information system and degree audit system Test, update, audit new/revised processes in the student information system Build or update Scribes to revise, add, or delete programs, certificates, microcredentials, and SUNY General Education to Banner and Degree Works, following approval by Academic Affairs Manage access and permissions to Banner Student and Degree Works Manage data communication from Banner to Degree Works, and third-party provider systems. Maintain a repository of information and procedures in Banner Student as required for the recording of the master schedule of courses, enrollment information, final examination schedule, grades, credit for prior learning, and other student records Create coding for student cohorts (i.e. ACE, STEM Academy, CEPEP, etc.) Work with SICAS and Degree Works on updates and maintain SUNY CCC’s information in SUNY Transfer Equivalency Platform and Transfer Finder Research and implement new processes in Banner for more efficiency (i.e. student self-service and employee automated workflow) Policy compliance, academic policies and procedures, processing, and reporting (20%) - Enrollment verification Prerequisite drop process, Never Attends administrative drop process, Academic Standing, and Satisfactory Academic Progress (SAP) Program Changes Course information changes (i.e. prerequisite changes, course descriptions, fees, etc.) Fresh Start Degree Works exceptions Process Cross Registration and Visiting Students Student type definitions Dean’s and President’s lists Determine student eligibility for graduation Process substitutions/waivers/exceptions based on approvals National Student Clearinghouse reporting on enrollment information and award attainment Assist students, faculty and staff with issues related to registration, records, transcripts and graduation Prepare the list of certified candidates for graduation including microcredentials; conduct audit procedures on candidates, as appropriate, and process diplomas; oversee verification of addresses for students for diploma delivery; confirm any honors or awards for graduates; run President’s List and Dean’s List; process Digital Badges for Microcredentials Catalog: oversee that academic programs, courses, and policies are accurately conveyed Maintain communication with vendors as needed Participate as standing member of Educational Standards and Policies Maintenance and protection of student academic records (5%) - Create/maintain electronic files and indexing system, conveying relevant records to Records Retention laws (specific) Data integrity of student information Serve as the College’s primary FERPA officer Implement FERPA policy and education of stakeholders across the College community, including required student communications and record keeping Collaborate with SDEM on FERPA policy, including publishing and maintaining FERPA information in the College Catalog and on the website Voluntary Consent to Release Restrict Release Request Maintenance of training documentation (5%) - Develop and maintain training materials and documentation for users beyond the Register’s Office for Banner Student, Degree Works, and Self-Service Banner Student 9 Maintain a repository of information and procedures in the student information system (registration, unofficial transcript) and degree audit system (i.e. Degree Audits, Student Educational Plan) to support user functions Create and update directions for employee processes in Banner 9 (i.e. course section build for master schedule) User directions for third-party software (i.e. transcript processing, transfer equivalency tool) Management (5%) - Provide leadership, supervision, and direction to department staff to ensure the responsibilities of the office are being executed in an efficient, professional and student-centered manner Participation in strategic planning Conduct department assessment and evaluation Other (5%) - Participate in pertinent Registrar groups and listservs including SUNYRA (SUNY Registrars Association) and AACRAO (The American Association of Collegiate Registrars and Admissions Officers). Attend/serve on relevant College committees i.e. Commencement Committee, BUG, Calendar Committee Other duties as assigned Excellent communication, organization, and problem solving skills Demonstrated ability to function effectively and efficiently in a team environment Ability to work effectively to meet tight deadlines and demonstrate good judgment Advanced proficiency with a student information system or similar database Demonstrated ability to understand and utilize data elements and how they behave downstream to develop efficient and effective methods Demonstrated ability to create documentation for system use and training for users Knowledge of and willingness to follow established College, SUNY, New York State and federal policies and guidelines and generally accepted professional standards as set forth by the American Association of Collegiate Registrars and Admissions Officers (AACRAO) Ability to understand and support the open enrollment/equal access philosophy of the community college environment Demonstrated knowledge of FERPA regulations and ability to interpret and apply other federal, state, local, and institutional rules and regulations.
